Show Wednesday, October 9, IKAUTION 1974 Fage 2 Superintendent Greeted 3 COALITION COMMENTS The City Councils refusal to bestow its blessing on The Station a private club which was to be housed in the old and abandoned Eley Garage was, at the same time, encouraging and discouraging. The encouragement stems from the Councils sensitivity to the desires of citizens who would be directly affected by the operation of such a club. The discouragement stems from what we feel to be insufficient consideration of the matter. Property owners who live adjacent to the Eley Garage appeared before the Council to present what they felt to be legitimate reasons for not condoling The Station. Their earnest plea was conducted in a forthright and sensible manner. Their arguments were logically and honestly constructed. After weighing the anti club statements against the presentation given by a representative of The Station, a majority of the City Council voted to reject the proposed private dub. ' This is the way good government is supposed to function. The flaw in this process was a lack of feedback from citizens who might want to see the opening of a dub which offers top quality entertainment. We feel that while those people living in close proximity to the Eley Garage were acutdy aware of the intended use of the building, the majority of Park City citizens were not cognizant of the proceedings which transpired on October 4th. Therefore, although a vested interest of The Station was present to defend its worthiness, no citizens were available to present an alternative pro point of view. Two weeks prior to the October 4th meeting, the City Council expressed its unanimous joy at the prospect of the Eley Garage being used to harbor a private club. The Station seemed to have little to worry about so why attempt to dicit community support for the project. But then on the 4th, a group of dtizens, forewarned and forearmed, materialized in opposition and the Council suddenly reversed itself. Its not the decision itself but rather the rapidity with which it was reached that is of concern. Three major objections were the foundation of the anti-clu- b movement noise and abusive language, traffic problems, and a deleterious effect on the resale value erf neighboring property. An acoustical expert has stated that he can render the building totally soundproof. Abusive language and excessive noise caused by exiting patrons is a distinct possibility. But dubs in other dties have negated this problem by conducting intensive and persuasive campaigns designed to continually impress upon patrons their responsibilities upon leaving such establishments. Mr. Kilby says he looks forward to his new duties as the Statdk Justice of the Peace er , par- ticipation among the over 170 Justices in Utah.
