When he first arrived in Utah, Russell was very optimistic about the growth potential of Park City as a resort town. He felt that Utah had the possibility of becoming one of the major resort areas in the United States due to its diversified landscape. From St. George to Logan there is such a variation in the scenery that it is a natural area for recreation. Utah also has another very important ad- vantage: It has not yet been overgrown to the point of being demolished like the East and West coasts. There is still the for planned and regulated growth via state master planning. However, the longer Russell remains in Park City, the more pessimistic he becomes. For he realizes that the changes that are necessary to successful business growth are so slow in coming that by the time they are enacted they are obsolete and no longer fit the needs potential of the public. The major problem facing the Park City businessman today is the fact that the state has not yet made up its mind whether or not it wishes to encourage tourism. If and allow private businessmen to sell it, they could make more money by taxing it when it comes into the state; taxing it when it is sold to the distributors and, in addition, with the food and beverage tax, state could eliminate a lot of personnel and cost. As it stands now, the restauranteur if he can get a license can sell liquor only at the price that he pays the state for it. So by the time he has trasn-porte- d it up here, inventoried it, stored it, kept the books straight for the state, and paid his employees, hes in the hole! With food costs as high as they are, its very difficult to make money from food service alone. If the decision was made to create a comfortable atmosphere for tourism, the tourists .would arrive and all the necessary funds for road maintenance, etc., could be made from the tourists: Tourists generally spend a lot in the state while they take very little out.
