Turn this national projection for the decade of the '70s around: 80 percent of the jobs open to those joining the work force will require vocational or technical training. Utah's vocational program, in common with all the states of United States, began its expansion expan-sion with the Vocational Education Edu-cation Act of 1963. It led to inclusion of business and office education in federally funded programs pro-grams for people of all ages and ability levels in public and private pri-vate schools below the baccalaureate baccal-aureate level. The innovative work-experience device was stressed in the vocational-guidance areas of the act. Career education makes no distinction between academic and vocational education. I I I I I I I I I I I I I -J nology are now operating in our society, effective education today must take into consideration a mixture of new components which includes the vital work of technicians, the skilled vocational voca-tional experts. In an interview reported October Oct-ober 1, 1972, by the Deseret News, Governor Calvin Rampton said that when he came into state office eight years before, 95 percent per-cent of the educational funds of Utah went to academic colleges, but that available jobs for the young required a technical education. edu-cation. Now the Governor says he believes that vocational-technical education has almost reached its rightful place. Just before the election the Salt Lake City daily newspapers publicized that in Utah 55 percent per-cent of the unemployed are young people, those looking for their first jobs. Growing numbers of young people peo-ple are oriented toward vocations and trades in the belief they are more practical than the four year liberal arts college. The 'status' of a college diploma di-ploma no longer impresses young people, who feel a college education ed-ucation is no longer needed," says Dr. Fred Ness, president of the Association of American Colleges, in Washington, D.C. WHAT UTAH IS DOING The Utah Technical College at Provo had an enrollment of 2,963 for the fall of 1972. The January 10, 1973 budget recommendation recom-mendation of Governor Calvin Rampton asked a $10 million appropriation ap-propriation to start construction of a new campus in Orem for the Utah Technical College of Provo, and give greater budget increases to an increased enrollment enroll-ment in the college. The advisory council to the Utah State Board of Education made public January 12, 1973, the findings of an evaluation study which said in part: We feel that the central thrust of all education in this state should be preparing students for their life's work, whether it be in the vocational-technical area or in the academic-professional area. A summary of the study noted that more funding is needed for vocational vo-cational and technical education at both public and post-high . schoollevels. Young people can use the present pre-sent technological revolution to their advantage by preparing themselves with a technological education. Preparation for working and earning as a vocational-technician vocational-technician does not mean that a young person need forego further education. As a young girl Mrs. Richard Nixon went to New York and trained as an X-ray technician tech-nician so that she could work her way through college. An executive exec-utive vice president of one of Salt Lake City's large banks began be-gan his career as a teller in a small Idaho town. Now 40 years old, this man worked and studied his way up from a low rung on the vocational ladder. Public education plays a major role as an instrument of state and national agencies. Failure in the training of the young to meet vocational and technical requirements require-ments for industry could result in increased unemployment, poverty, pov-erty, crime and disease. The assault of events on cultural, social, and political patterns is nowhere more evident than in the impact of changing life styles upon education. Animals tend to lose their independenceunder a feeding program. pro-gram. They also become unnaturally un-naturally concentrated, which makes them more vulnerable to predation and provides a potential for disease transmission. Nish added that the best way to minimize losses is to let animals distribute themselves according to available habitat. He explained that it is normal for small game populations to shrink in the winter because their habitat is smaller than in the summer. Such losses can result from a variety of causes. Suffocation Suf-focation and freezing under blizzard or extreme cold conditions con-ditions usually account for more losses than actual starvation. The reproduction rate of small animals tends to compensate for winter losses. Reproductive success, suc-cess, rather than severity of winter weater, determines yearly year-ly bird populations. Nish said that consequently, money spent for feeding programs, though well intended, is usually wasted.
