' We pledge our candidates to give Orem a progressive, progres-sive, economical, business-like administration with fair treatment to all citizens and sections of the City alike. Water Supply Water Supply s The war emergency and the building build-ing of a defense plant next door to Orem brought in a big increase to population and consequent demand for water. We realize that at times the water supply that wa&available was not always adequate. The failure to reach everybody with an adequate supply at all times was not because Orem does not own enough water, but because of the inadequacy of the distribution system, and the necessity for making certain exchanges with owners of spring rights to bring the proper kind of water , to the culinary system and distribute It to home owners. A comprehensive plan for obtaining .water supply and distributing It was undertaken but shortage of materials and labor made it impossible to complete the plan. Although Al-though much was accomplished these plans are still Wider way. Water rights in the Alta Bprings have been purchased. purch-ased. It is planned to use the Altastream and Lost Creek in exchange for water from the Deer Creek Project, Pro-ject, which the Metropolitan Water District of Orem has subscribed for. To do this there are still specific improvements im-provements which must be made. The following definite program will be carried out : 1. To complete plans already submitted to the F.W.A. for the piping of Lost Creek and Alta Springs to the present distributing system. . a. The construction; of a 1,000,000 gallon storage reservoir. b. The installation of a pumping unit to carry Deer Creek Water to Alta users, in exchange for balance of Alta water not now owned by Orem City. C The construction; of an additional 12" main from the reservoir to 8th East and 8th North, This item 1st made necessary because previous mains conj structed by previous administrations are not large enough to .carry the supply to the branch lines on the distribution system. At the time these mains were put in, back in 1936, and prior thereto, there t was no idea that a steel plant would be built in this Vicinity and that there would be such a heavy in crease in population.. The present main line from the city reservoir has been one of the bottlenecks in water distribution.. The only reason an additional additi-onal 12-inch main has not been; constructed and put in operation sooner is because it was not possible to get the approval of the War Production Board for materials. With the war ended this main can now be constructed. Streets and Highways The present City administration had a fine road program underway for the oiling of streets prior to the war. It is planned now to resume 'M soon as possible the oiling of many miles of city streets under a plan whereby the City will pay one-third of the cost and the property owners on either side will pay one-third each. This is optional with the landowners. City Parks It was through the present Administration that Orem City Hall and thirty-five acres of park was purchased. The development of this park and the City-owned park in j?rovo. Canyon will go forward as rapidly as possible according to plans already made. This is one of the party's post-war employment programs. ' Cemetery The Orem City cemetery was purchased and developed devel-oped to its present condition by the present administration. administra-tion. Plans already made will go forward for the continued con-tinued development of this modern cemetery. Safety Department With a heavy increase in population, and also a -large increase in traffic through the main streets of Orem an increase in the Police Department of the City was made necessary. This department has been modernized mod-ernized and has given very efficient service. Fire Fighting The building of many new homes and the protection for those already existing required more fire protection than the city has heretofore enjoyed. The City recently purchased fire equipment from the Federal Government. This equipment will be put in working condition as soon as possible, and arrangements will be made with citizens for the commencement of a volunteer fire department. Sewers The Federal Government and the Utah State Board of Health required that Orem do something about a sewer because of water contamination from the drainage drain-age from Orem cesspools and septic tanks, hence the sewer project. The sewer mains cost $180,661.00. Of this amount the United States paid $90,330. The balance bal-ance of $90,330 is to be paid by Orem City through connection con-nection charges to, the sewer mains. $30,000 was collected col-lected from the sub-divisions through availability charges. $15,000 has already been collected from residences resi-dences along the mains. The balance of $45,000 was paid off through the issuance of Orem City bonds, which are self-liquidating at the rate of $2,000 per year. The money is received through connection charges. By this plan Orem City taxpayers are not paying anything through general taxation. Annexations Lake View-Vineyard annexation came about as a result re-sult of a petition of residents of that area. It was made necessary by a contamination of water supply by Orem residents. The annexations brought additional assessed assess-ed valuation and tax revenue to the city. By reason of 'them it was" possible to get more Deer Creek water, and the expenses of City administration are spread over a wider base, thus holding the cost to each taxpayer below that even enjoyed in peacetime. Purchase of additional Alta water and that alone, increased the tax levy for 1945. Taxes and Tax Revenue Citizens' Party pledges its candidates to hold the tax levy to the lowest possible point, consistent con-sistent with improvements demanded by its citizens. citi-zens. Improvements cost money, and there must be some money on hand to make these improvements. improve-ments. The increase in the tax levy for 1945 was due to a decision of a mass meeting of citizens held in March of 1945, that additional. Alta water should be purchased. Through a committee composed of W. P. Williams, J. W; Gillmanv Henry Falkner, James G. Stratton, Emil Hansen, 18V4 shares of AM water and the Alma Vanwagoner property were purchased. The 1945 tax levy was increased to make this payment. We maintain, this was a splendid investment for the City. Orem's Rapid Growth Orem City population increased from 2,620 people peo-ple in 1939 to 5,253 In 1945, or ani increase of 100.5. Orem City's net worth in 1939 was $137,733.22, or a net worth per capita of $52.57. ' In 1944 the net worth had increased to $374,176.05, or $71.23 per capita. Orem's liabilities in 1939 were $129,132, or a debt per capita of $49.28. Orem's liabilities in 1944 were $223,683, or a per capita indebtedness of $42.58, which meant a decrease in the per capita indebtedness of $6.70. This was accounted for by the increased population and the increased valuation. By reason of the efficient business management of the present City administration and the grants from the United States Government, the extended improvements improve-ments in Orem City have been made without any actual increase in cost to the population of Orem as it was in 1939, and without any increase to newcomers over and above the 1939 cost rate. This is a record, we claim, without parallel in the history of this state. Surely officials who have made such a record deserve de-serve reelection. This is no time for a change. With the exception of Mr. Twitchell, who is a candidate for the first time, all candidates have served the city at a sacrifice during the war emergency when salaries elsewhere were much higher and when no one else was willing to serve. Independent auditors say he has a splendid accounting system and has done an excellent lob in very trying times. It's no time to change. No up-to-date businesshouse would make a change under similar sim-ilar circumstances. AXEL ANDRE ASEN For City Treasures Mr. Andreasen, present City Treasurer, was appointed to that position to succeed Orland Fyne, who resigned to take a better position with the O.PA. As the City Treasurer's job is only part ' time (it pays $109 per year), the City Council hired Mr, ,Andrea sen to work in the water department depart-ment as welL .
