The proposed facility improvements are determined to be necessary to support expanding Forest Service fire fighting resources. The proposal includes construction of a new Helibase and associated facilities on National Forest Lands adjacent to the existing Hunstville Guard Station; construction of a new warehouse and bunkhouse at the existing Huntsville Guard Station; and the possible issuance of a special use authorization to the Town of Huntsville for construction of a maintenance shed/warehouse in the vicinity of the Helibase. In order for the USDA Forest Service to initiate construction of the new facilities and to issue a special use permit to the Town of Huntsville, we must complete an Environmental Analysis (EA) addressing the social and environmental affects created by this proposed action. This attached Scoping Document briefly describes what is being proposed, why it is being proposed, and the decision to be made. We would appreciate your thoughts and comments on this proposed action in order to address resource issues and represent the best interest of the public, especially those who live adjacent to the Forest Service facilities in Huntsville. Donít forget to visit our gift shop! New Members of the Eden Planning Committee Elected The Eden Planning held their election for new committee members on December 7. Richard Manley and Wade Creager were both elected to serve fouryear terms. Doug Wilson was elected to serve a three-year term, and Stephen Robins was elected to a two-year term. Alternate members who were elected are Stan Tixier, Stephen D. Clarke, Tom Halliday, Steve Scheuermann, Peter Bealba, and Beth Porter, all of Eden. Also serving on the committee are Shanna Francis, Craig Gygi, and Gloria Hirschi. Background The Eden Planning Committee was reorganized in 1994 in conjunction with a Valley wide planning committee that was interested in uniting the Valley as a voice working with Weber County. The Valley wide committee recognized that planning decisions impacting one area of the Valley could very well impact the entire Valley. Huntsville Town, unincorporated Huntsville, Eden, Liberty, and Ogden Canyon all created committees that also provided representation on the Valley wide committee. Out of the efforts of the local committees and the Valley wide committee, Weber County spent $10,000 to hire a consulting firm (Bear West) to develop a new master plan for development in Ogden Valley. Several public hearings were hosted in the communities to obtain public input for a vision for the Valley. Since that time, the County has implemented parts of those recommendations. Other Valley planning committees evolved into Townships, i.e. Huntsville and Liberty/Nordic Townships and, of course, Huntsville Town continues to function independently. Eden has continued to function independently since the Valley wide committee disbanded Function of the Committee Primarily the function of the Eden Planning Committee has been to review new ordinances proposed by the county, and to review proposed subdivisions and other development that falls within the community’s boundaries. The committee then reports back to the county, relaying any concerns or recommendations they may have regarding the proposed ordinances or development. Feedback from the local perspective has often proven to be very beneficial. The committee is also interested in becoming proactive in the community by identifying local planning priorities that the community may be interested in, and then providing the organization and leadership to accomplish these goals. The Eden Planning Committee is in need of residents from the community who are: Interested in providing leadership on subcommittees organized to implement community identified goals; able to attend regularly scheduled committee meetings held once a month; and able to occasionally attend Weber County Planning Commission and County Commission meetings, representing the committee. Recently a new Valley wide committee has been reformed. It should be noted that the Eden Planning Committee has no formal authority from the county to function, but the county does recognize the committee and coordinates planning efforts with the committee.
