The workingmcn's unions of this city will not send delegates to the sixth anWorknual Congress of the International a memorandum with regard to'their position with the section in this cuntry, as to the dissensions which have taken place in the order. Governor Dix has addressed a letter to Mayor Havemeyer, in answer to the request for rifles for the police, and says that, even if even the means of granting the request were at his disposal, he should decline. He considers it very questionable whether the public order or security would be promoted by the organization of armed military bodies, under the direction and control of a municipal corporation independent of the military authorities of the State; and fcelieves that the existing mode of putting dowu resistance to the laws calling the military on extraordinary occasionsis in all respects the wisest and forardd Farrcll, aged thirteen, andThos, Tayne, aged twelve, quarrelled in Oak street last night, when Payne Blabbed Farrell in the breast with a knife, inflicting a fatal wound. No suspicions were aroused, bemuse the native Californians are genially quiet and inoffensive. They discounted and entered the store. Some gaged in conversation, and others occupied the attention of the clerk, until il seemed ia readiness, when they orew their revolvers, ' ordered the of the store, three or four in to ky down, when they were bound "and and foot. Mr. Davidson leaves a wife to mourn his loss. Washington, 27. It is believed here that General Custer's command will not be able to avoid an additional conflict with the Indians while in the Yellowstone country, and that the recent fight will only have the effect to bring in several tribes so as to present a stronger force when they again attack the military. No fears are enterfciined at the interior Department of a general Indian war with the more northern tribes, in consequence of the recent fight, and the heads of the department are confident the military will be able to successfully punish such tribes as may be foolish enough to join in any future fight. General Butler's friends here are in exceedingly low spirits since the receipt of letters from Massachusetts within a day or two, and no longer profess to believe in the certainty of a Congressman getting the nomination as they did two weeks ago. It is known here that General Butler himself does not believe bis chances are as good now as they were a mouth ago. Philadelphia, 27, The Board of Health this a. m. inspected the University of Pennsylvania, recently bought for a post office. In the northern portion of the cellar they discovered two compartments, and in each were six deep vaults, all of which, except one, were filled with human remains. From one vault, not wholly decomposed, there was removed a human body, resting on the top of a dreadful mass of flesh, bones, &c. The lamp which was lowered in the pit was extinguished by the foul air. The party then made a tour through the building above the human remains, and scattered about the building in profusion, they found bones, feet, and other remains of human beings; which seemed to be all through the structure from attic to cellar. In an apartment on the upper floor was found the lower half of a female skeleton, with much of the flesh, muscle, &c, still attached. It is said some years ago, when the authorities of the University made a contract to clean out one of tha pits, the contractor was paid one thousand dollars, and he found it almost impossible to keep the men at work, and the work was completed only by paying out nearly $400 more than he received.
