Third, the Chinese . immigration to California begin with American immigration in 1848. The two races have been side by side for more than thirty years, nearly an entire generation, and not one step toward assimiliation has been taken. All the immigration from' Europe assimilates at once with its own blood on this soil and to place the Chinese Coolies on the same footing is to shut one's eyes to all the instincts ot human nature and all the teachings of history Blaine describes the Chinese mode of life in California and inquiries, "is it not inevitable that a class of men living in this degraded and filthly condition, and on the poorest of food, can work tor less than the American laborer is entitled to receive for his daily toil. Put the two classes of labor side by side snd the cheap servile labor pulls down the more manly toil to its level. 1 he tree white laborer never could complete with the slave labor of the South. In the Chinaman the white laborer finds only another form of servile completion, in some aspects more re volting and corrupting than African slavery. Whoever contends for un restricted immigration of Chinese coolies contends for that system of toil which blights the prospects of the white laborer, dooming him to starvation wages, killing his ambition by rendering struggle hopeless and ending in a plodding and pitiable poverty." nine-tenth- to-da- y - tation. " The morning business disposed of, consideration waa resumed of unfinished business; the army appropriation bill, and a discussion upon the clause in regard to allowing railroads to use their telegraph lines for commercial purposes, waa continued. Adjourned. Vice-Preside- . HOUSE. The revenue bill was taken up and the House concurred in the Senate amendment to the tobacco clause, providing a reduced tax on tobacco shall go into effect May first, in the Senate '79, and amendment which strikes out the clause abolishing the tax on matches, The bill and next and last Senate amendment upon which a separate vote was demanded was that when any bank has ceased to do business by reason of insolvency or bankruptcy, no tax shall be assessed or collected on account of such bank which shall diminish the asset necessary for full payment of its depositor. The amendment further provides that provident institutions, savings banks or savings institutions shall be exempt from the tax on so much of their deposits. Adjourned. General Banks expresses the opinion that the Republicans will not filibuster against the repeal of the election supervisors law more than one day, and then allow it to pass under protest, looking to the Senate to strike it out.
