More excitement than heretofore has consequent up . prevailed latest intelligence irom Madrid, and tne probabilities of war with Spain were freely discussed. All kinds of rumor are in circulation, adding t the wide spread exoitement, and causing numer ous enquiries at omcial quarters, as to the truth. They only get the assurance that government was without official advices confirming them. It is stated that the department is making earnest for information to be forwarded to Minister Sickles as lo the legitimate rights of the "Virginius" to all the priv ileges and protection guaranteed to American vessels on the high seas. The ubject has been thoroughly investigated in the navigation division of the treasury department, and there is no reason to believe that any irregularity exists in the registry papers of that vessel. This fact has been communicated by the Secretary of the Treasury to the Secretary of State, and was the only subject that received attention at the Cabinet meeting Mr. Richardson producing copies of papers and records in his department concerning her. The Cabinet session was the lcfbgest ever held under President Grant's administration. Upon adjournment it was remarked that the meeting had been one of the most important ever held, a member stating that the whole term had been occupied upon the "Virginius" matter and its attending complications. Cabinet officers are still careful noc to permit a word to escape them of the conclusions reached, either at this or the twe precding meetings. " It is known that the public sentiment in Spain is violent, and of an unfriendly character toward the American legation.- Government is without advices confirming the reports that the social relations between our representative at Madrid and the Spanish minister of foreign affairs, had been interrupted. Regarding the rumor of further violence against the legation and Minister Sickles, personally, which were no reports in active circulation are confirmed by official dispatches. The President, in conversing upon the subject of our relations with Spain, is free from anything like passion, his manners being calm, but at the same time indicative of restlessness. lie evidently is in full accord with the general sentiment of the country, but will do nothing that will, even by implication, place us in the wrong before the world. While the United States sympathises black-haire- d with Spain in her efforts to establish a d republican government, and will give all possible moral support in that direction, this movement on her part will not serve in the least degree to restrain our government from exacting a full measure of redress for pending grievances, and protecting all of our interests covered by n the national flag. , It was said by a in conversaSenator, tion with the President, that the Spanish government exhibits some alarm, not wishing to provoke hostilities wiih this government; and that all Americana may rest assured that proper measures will be taken to guard against possible repetitions of the outrage, either by Spanish or Cuban authority; and, further, that the President will submit the whole matter to Congress for their advice and direction.
