In a sLitement made public today, declared for the election ot united States senators bv direct vote of the people, for a primary law, tor economy in stato and national arrairs, and for 'the assumption by the national government of such part of tho irglnia debt as tho supremo court of the United States decides snail bo apportioned to the state of West Virginia. Of this latter matter, no says: "Whatever sum we may be called upon to pay in this case should bo paid by the general government as public charge, because West Virginia was severed from the old state without with-out constitutional authority as a war .measure and primarily for the purpose pur-pose of protecting the loval states of the immediate west of the Ohio river C3t Virginia was uocessarv, as suggested sug-gested by Mr. Lincoln to save these states to the union and give them moans of railroad transportation from i the enstern seaboard. This Is fully ' demonstrated in the debate in con-gross con-gross on the question of tho admission of West Virginia as a new state and particularly in the speeches of Stephens, Steph-ens, Sumner and Powell In the senate sen-ate and Conkling and others In the house, who supported the measure, not because of any warrant in the United States, hut because as a war measure it was necessary. |
