Sept. 14 With the abropation of the extra territorial rights of Americans in Turkey, ther remains only one big country in which the United States by reason of the diversity of laws, customs and habits would insist upon exercising judicial functions, namely. In China. Japan has granted extra territorial rights to the United States by treat -exclusively and so abrogated the rlshts by another treaty, effective lu 1899. In this respect, it is claimed on behalf of Turkey, that abrogation of extra territorial rights within its dominlous may well differ from that pursued by Japan. Turkey claim:; that these rights within its borders were based largely upon ancient cus torn and hence abrogation might well be by a unilateral decision instead of by treaty?
