Show STATE ENGINEERS REPORT state engineta Engine eA F doramus has just completed the fourth biennial report of the state engineers office and handed it to the governor govera or I 1 he report is a lengthy document and alvea in tic work done by the office for the two years and makes several recommendations in mr doremus opinion would if carried out be of benefit to the state in the future A greater pat of the work done in fact nearly all by this office has been directed toward the establishment or securing data to establish water rights in the weber river water system the law requires that these rights shall be established under four general heads first the recording of all existing water rights second to see that future rights aie properly recorded third to give an equitable apportionment of water to the several users and fourth publicly to record all transfers of water rights As the weber was one t the systems in the state that was most needed the adjudication of water rights was begun on it nearly two years ago and has acea pushed as basl as possible until now the work Is nearly completed as far as the state engineers office Is concerned it has been found by measurements that the weber river yields annually in round numbers 1100 acre feet an acre foot meaning a body of water one toot deep covering an acre of ground of this feet is used in irrigation and flows annually into the great salt lake when the state engineers office be pan work on this system it was thought that not more than ditches were in use in the entire system but it later developed that a total of 1228 canals and ditches diverted the waters for irrigating ri purposes the ditch owners were all ordered to put in measuring devices at the head gate of these ditches and work on tills was necessarily slow as nothing could bedone during the irrigating season however now the state engineer says nearly every ditch owner has complied with the law and action w ill be taken in the courts at once to compel the few delinquents to put in these measuring devices these devices aie so constructed ted that an accurate estimate of the water used can be made on any day in the year A record of water used will then be on file in the state engineers of fave which together maps showing the location of every ditch and other data regarding the rights of the ditch owners will give the state a complete and accurate recoil of the irrigating rights of every land ouner in this district this work sas the state engineer is necessarily slow and must be accurate as the courts will settle all disputes ditch owners it is thought it will take about two years more to fully del ei mine the water right rights s of every ditch owner in this district including the work that has to be done by the courts when the ownership of water from the weber river will be settled tor all almo to come COST OF WORK TO DATE the joost of this work up to date and estimate of the money necessary to complete the work is placed at while these figures may appear large the state engineer says they are noticing to 11 hat the costs would be in pro longed litigation to settle ho same questions which can now easily bo le by the done by his office lie says the has been somewhat for tho carefulness with which it lias done this work but ho considers that it is absolutely sarv to leavo the done correctly as it will stand for all time as law on water rights in tho weber river system it is the intention to take up the other great water systems of the state as soon as this is completed until the absolute ownership owner thip of every gallon of water used in irrigation Is fully ile ter mined f during the past 3 ear an application has made by L B dewey for a certain amount of water to be taken from the green river for purposes pui poses which was denied this matter car tied into tho courts affa the state engineer is anxious to have it settled as it will be of great importance in the future development of the stale dewey desired to a power plant and in his application said the water would be returned to the river without any loss to irrigation an investigation was made and while it was found the water used would not inconvenience any of the water users at the time yet a of arid land containing dovw could be irrigated by this water at the place it was to be taken from green river which it would be impossible to do if the water was diverted at that point for powei purposes the application was not allowed for this reason and dewey carried the matter into the courts judge jacob johnson decided against the state engineer and the latter carried the matter to the supreme court of the slate where alie suit is still pending the report is supplemented with numerous maps and drawings shoving the short to cause marked comment and the turning down has been rather more general this year because some officials have been elected reelected re and will retain their old force ahila some ol 01 the new christensen has announced the names of willard hanson and job P lyon as his assistants recorder perina will probably retain john L may as chief deputy it is understood mr perkins will make not more than three or tour changes in the force the changes have not been announced BANQUET IS POSTPONED in order to permit the attendance ot members of the legislature the jack son day banquet to be given by
