Conceivably a development could be granted even a longer period than this but only if the commission approved a "revised phasing plan." Under the present code, a conditional use will expire after one year if no actual construction or substantial action takes place. The commission could permit a maximum six-month extension exten-sion under exceptional circumstances. cir-cumstances. The commission recommended recom-mended to the City Council that a new provision be added add-ed to the conditional use procedure. At the end of four years, the developer can come before the commission and show hopefully that all his phases are up to date and completed. The commission can then approve a revised phasing plan that will give him two more years for his project. According to the police report, Kimball may also have been involved in a hit and run accident earlier in the evening, as well as time without leaving the builder with half a project. If the developer falls behind on his phasing, Ligety said, the commission has the discretion to re-review re-review all uncompleted parts of the project. During Dur-ing that time, he became chairman of the Big Sky Architectural Committee, and was a member of the board of directors of the Big Sky Owner's Association, and Silver Bow Condom-ium Condom-ium Owner's Association. He has served in various management man-agement positions since 1965 with Boyne, U.S.A. Resorts, Inc. in Michigan and Montana.
