I have made my living from the dairy business and income property. I have been interested in public and civic affairs for a longtime. I have held several positions in conservation, P.T.A. and in community affairs. . I feel that all people should have an interest in their government. I do not believe that the government should be left to professional politicians politic-ians and bureaucrats who already make too many of the decisions and are not answerable to the voters. But rather that all people should be actively involved. I feel there are a great many problems going to be facing the county in the next few years and I feel that because of my experience and my understanding of the county and its problems that I am qualified to solve the problems. Over the last month while Robert Trepanier Robert Eld win Trepanier was born June 10, 19S, the son of a tool maker. As a youth he had a paper route and later worked in restaurants restau-rants to earn money for college. He attended Utah State University in Logan, studying busmess and . ac-counting.? ac-counting.? While a student at USU, he became involved in Utah politics. He was elected Cache County chairman of the American Party in 1972, and was chosen as the American Party's sole delegate to the national presidential convention that year. In April of 1973, he was elected chairman of the Utah American Party, becoming the youngest state chairman of any party in Utah history. He was overwhelmingly re-elected to full terms in later years. Under Trepanier's leadership, the American Party made great inroads into Utah's political scene, becoming a serious threat to both the Democrat and Republican parties. In February of 1976, Bob Trepanier resigned his position posi-tion as state chairman to devote his time and energy toward being a candidate for Summit County commissioner. commiss-ioner. In addition, he has since been unanimously elected as Summit County chairman of the American Party. Since his university years , Mob Trepanier has had a wide variety of jobs, ranging from mining to radio. A former resident of Kamas, he was program director of KEVA radio in Evanston before moving to Park City. He is now employed as a miner at i'ark City. In some areas of the county we don't have adequate medical facilities. facil-ities. Other areas in the county are in need of sewage facilities and still other places have traffic problems. In considering all the problems and issues in this campaign, I feel the most important decision that voters will have to make is - who is best able to make the down to earth, basic decisions in solving the day to day problems that will confront this county in the coming year. . If elected to the commission, I will work to pull this county together and to create a better and more cooperative working relationship relation-ship between all government entities within the county. Reason for Seeking Office: I feel it is time to give the average citizen a voice in government. The present county commissioners, as a j group, do not represent the average citizen. I feel I would represent the taxpayer, since I am a miner who has no ties to special interest groups, and 2. Since I own "income property" I can not use my position as county commissioner commis-sioner to increase value of personal property at the expense of others. We have seen a gross moral violation in this regard by one of the present county commissioners. commission-ers. Existing Problems: Double Taxation; This is a extremely extreme-ly unfare situation to the residents of Park City, since they pay twice for services they receive once. If the county commissioners want to eliminate the problem they can.but so far they haven't. As your commissioner, I will make certain that a fair and equitable tax system will be used in Summit County. Local Control: I favor Park City being able to have more of a voice in it's own affairs. Summit County should not be able to write policy for Park City. Park City should control it's own denstiny, and govern it's own affairs. Bruce Decker DlUWfWiwi The biggest issue in the two-year commissioner race is the question "Who can do the job?" I am so tired of hearing would-be candidates promising to "end double taxation," "promote qualify growth" and "get out of . Mountainlands" I could spit. When I announced my candidacy and stated my views on growth and development, devel-opment, I took positions based upon my analysis of the problems. I don't resent the fact that the other candidates promoted my issues, calling them their own. What I do resent is that their statements are echoes of the truth, and if they are elected, they will be waging battle with empty guns. For example, it seems that all the other candidates have jumped on the "Double Taxation" bandwagon, but I'm not sure any of them understand the technical problems and have analyzed alternatives for solving the problem. Saying "stop double taxation" is like saying "stop cancer" everybody's in favor of stopping it, but who is able to do it? The same argument applies to almost every issue in this campaign. Growth is a prime example. The question is not whether to vote for a candidate who is in favor of growth or opposed. The issue is not as some candidates have put it "quality growth". What is the alternative? alter-native? "Crumby growth?" Of course everytonewanM quality growth, the question Is "who will' best protect tne interests of present citizens while the inevitable growth occurs?" If voters beleive that one of the candidates is more capable than the others, he'll probably get elected. If the citizens aren't aware of the need for a capable and energetic person to protect their needs, they'll elect someone whom they perceive as a "good ol' boy" who may have no more ability to solve the problem than Doc Welby has of curing cancer. The following are brief statements on issues (and non-issues) that have surfaced sur-faced in the last few weeks, and other problems which need attention. 1. Almost 25 percent of the County's taxes are collected in the City of Park City, and 15percent more if the area to Summit Park is included. When I attacked the services Summit County provides the Park City area early this summer, I was trying to focus public attention on the share of taxes paid versus the return. A workable policy and formula based upon taxes paid, not population, need or land area still needs to be adopted. 2. ' , , . ') Strut1 ices must be required to incorporate. Summit County should not be bullied into' providing these services at the expense of present taxpayers. Developers who do not incorporate should submit to the County from each buyer a statement that the buyer knows that municipal services will never be rendered. ' Developments which do not require urban services but do require County services should be analyzed to see if they will be a contributing' asset or a liability, and appropriate fees charged to, prevent subsidy by existing taxpayers. I 3. Summit County should support Mountainlands. This area's bread and butter is tourisiri, and the portion of Mountainland's budget which is generated locally (10 percent) is matched many times over by governments outside the Park City area. Tourists don't just happen to drop in and spend millions of dollars here. The Lodging Association, Chamber of Commerce and Mountain- lands bring them here. I, suggest candidate? look at .what makes the local economy run before biting the hand that feeds them: 4 The Summit-Park City airport is a moot point unless the land price drops or the. FAA increases the money available. 5. Salaries of County Commissioners are at an all ,' time high. So is the work! that must be done. A conciencious commissioner who attends all the meetings, answers the angry phone calls and on ' and on -deserves every penny. 6, Tax inequities resulting from inadequate manpower in the assessor's office should be eliminated. A deputy assessor would pay his own salary many times over -and the resulting balance in valuations would mean equal taxation for all. 7. It is the County's responsibility to update property plats to reflect rights through usage. Dozens of residents are paying taxes on property which is being used as roads. Others don't pay taxes on the ground under their houses. The situation has gone on, too long. 8 . Summit County should be in the vanguard of supporters for changing the Park City-South Summit School District Boundary. Even worse than the fact that South Summit receives the property tax dollars from Park City's new subdivisions is the irony, that Park City voters can't vote for Park City School Board Members. The County Commissioners should vigorously support a boundary change bill in the State Legislature. Four - year County Commissioner : :; Alva I appreciate this opportunity opportun-ity to express to your readers my positions on the issues and the reasons I've decided to seek re-election to a four year term on the County Board of Commissioners. I will briefly state my' qualifications, qualifi-cations, the reasons I am seeking re-election, and my stands on the issues. Qualifications: Summit County I is my home. I was born, raised and have been a businessman for forty-five years in ,the North ; Summit area. My experience in government govern-ment service includes a four year term as President of the town of Henefer and three years as a County Commissioner. Commis-sioner. During this service I have gained an understanding understand-ing of government problems and have been instrumental in helping to solve some of these problems. I am my own man. My campaign is not being financed by any special interest groups that I could possibly feel beholden to . later. I feel that I represent the County in its entirety, not just one region. Every citizen may not agree with me on every issue, but I am confident that most citizens will agree that I am fair and consistent. ' I am a retired man with lots of energy. Reasons for Seeking Re-election: ' Originally, I did not seek the office of County Commissioner. Commis-sioner. I was appointed in 1973 to fill a vacant post on the Board. Then in 1974 I was elected to my present term unopposed. During these years I have been personally . involved in several county programs. I would like to be able to help carry these programs to fruition and to help find solutions to new problems and concerns. Some of the ' programs I have been per sonally involved with are as follows: Television Reception. I have spent countless hours checking out the quality of Reception throughout the County and trying to work out the bugs of our translator' stations. At my suggestion the Board recently authorized authoriz-ed the construction of the new translator stations for Wanship and Woodland and the installation of new and better equipment for the Lewis Peak station which relays TV reception to 'the Park City and Coalville areas. $49-8284 Senior Citizens. We have recently reorganized the senior citizens in the county into one county-wide program pro-gram with a paid director who will co-ordinate and administer senior citizen programs. We have also been successful in securing both state and federal grants tor the seniors. Roads. I have been directly responsible for maintaining roads in the South Summit region of the County. We have developed a program of keeping the roads in the best condition possible under our budget constrants. We have accomplished this through regular, periodic resurfacing and the repair of damaged areas as soon as possible. County Unity. In as much as there are three distinct regions and life styles in the County, it is paramount that we constantly try to cooperate cooper-ate and unify. 'We have attempted to develop unity through 'our Council of Governments which consists of representatives from all political bodies of the county. We meet once a month to solve common problems and to chart common goals. As Chariman of the Board of Commissioners this year, I have tried to make the Commissioners more responsive respon-sive to the county as a whole by holding public meetings regarding major issues in Tark Ctty,aiidKm,aTg,'a,s'well! .-w-ttr&aMtfe JhsS T- Positions 6n the Issues: ' Energy Development. Currently Cur-rently there are several oil rigs searching for oil in the area above Coalville. Four producing wells have been developed. At a time of critical energy shortages, I favor the exploration and development of the county's energy resources. However, we must insist that the natural environment be preserved pre-served as this development occurs. Also, the development develop-ment ' of natural resources reduces the tax ' burden on the local residents." I also favor the development of other non-polluting industries indus-tries in the county. Planning and Zoning. Because Be-cause of the rapid growth in the county it is necessary to have controls to guide this development. However, I feel that this control should be, local and derived from the citizenry. I am confident that the proposed. Development Code for the County meets this criteria. Taxation. I favor keeping -taxes as low as possible for everyone. We are currently studying the option of imposing service areas over, the. unincorporated areas of the county to help eliminate the alleged double taxation of the cities. r on the other hand. V v pernios Dennis Wright is running for Summit County Commissioner. Commis-sioner. Our county is at the crossroads to tomorrow. We are seeing a lot of new different things entering Summit County. He believes that we must start preparing for the effects of our new industries today. He believes it is time for Summit County people to begin to look to new leadership, not tied to the past. He wants to give Summit County that forward, for-ward, independent leadership we need to meet the future. Dennis Wright promises to work with all the people of Summit County from County Attorney Robert Adkins, to the small local fanner. The present Commission withdrew county funds for helping senior citizen organizations. organi-zations. I intend to do all possible to reestablish county funding for senior citizen projects. Dennis Wright promises to represent all the people of Summit County. Oil was recently discovered in Summit County. At first Dennis Wirght welcomed the discovery. It would add to the local tax revenue and help pay for the increased services demanded by our people. It would put some of bur people to work. It hasn't worked that way. Outside companies, with out-of-area employees are taking our oil, using our services and leaving the county. The Summit County Commissioners Com-missioners can refuse to issue a drilling permit to those companies that will not promise to employ our out of work people. Dennis Wright promises to do all that is possible to see that Summit ' County people get first chance at working in our oil fields. Dennis Wright is young, only 32 years old. But he knows Summit County. He was born and raised here. He wants to live here and raise a family here.
