Building owner, Ali Manteghi, said he requested the nomination because the building is of religious, national and international importance." That is still much too high, but its a lot better than the 12 percent recorded for 1974. It appears that the trend will slowly move downward if we dont do anything foolish. Foolishness, however, might be the government trying to do too much, too soon in the area of unemployment. The by temporarily government can create jobs the economy. Lots of government deficit spending with months of wild does it. The result is a hyper-booprosperity and full employment, followed inevitably by several years of raging inflation, recession and even worse, unemployment. We are still paying the price for the last such binge. The advantage of this course of action for government is that it produces the illusion of great prosperity while the bill doesnt fall due until sometime later. In the past, very few Americans have understood how this cynical game is played, and politicians consequently got away with it. Now however, I see encouraging signs that we are growing more sophisticated about economics. But if the traditional form of government action to cure an unemployment problem only produces inflation and more unemployment, what can we do to help the jobless? The appropriate course of action for the government is to identify the specific causes of unemployment and attack them directly rather than pumping up the entire economy to try to correct a problem in only one comer. We need a rifle not an atomic bomb. For starters, we need to know much more about the unemployed: Is the problem a mismatch between skills and jobs? Then maybe better training programs is the answer. Is the problem a geographical mismatch workers in one area; jobs in another? Then we need to find out where the jobs are and get the word around. Has inflation pushed spouses into the labor market to supplement the bread winners pay check? Then lets cure over-stimulati- ng m inflation. Is the minimum wage so high that employers cannot afford to hire and train unskilled youth? Then change the minimum wage laws. Have some unions priced themselves right out of the market? Then lets repeal laws like Davis - Bacon, which discourage competition with unrealistically high union wage rates. Is the welfare system in some areas an incentive to remain jobless? Then lets revise the welfare rules. All of these steps, together along with the slow but business would recovery steady probably eliminate the And unemployment problem. they would do it without sowing the seeds of bigger problems a few years down the road.
