He added that the order must be signed by an impartial magistrate, with proper legal authority. In the past, local inspectors who were refused entry turned to the court for an order for immediate entry to open shut doors. But according to local attorneys and barristers from the Mountain States Legal Foundation, such an order may not be sufficient under the ruling handed down Tuesday by the Supreme Court. One attorney even suggested he may test such entry orders in a Clearfield case where one was used. Steven Shipley, vice president of Mountain States, noted that a warrant to enter and inspect a workplace must show probable cause no-kno- ck that it is Funny money Sherman said Simons encounter with the bill was a of how the classic case floater appears. It just gets lost in the banking system or remains in someones wallet, and suddenly someone catches it. All the secret service can do is take it from circulation. Technically, Simons, as the bills last holder, would have taken the responsibility for the loss. I talked with Zions about it, and they agreed to reimburse me, he said. The Secret Service man ften the bank, wishadded, ing to keep a valued customer and to maintain its public relations, will reimburse the victim, and eat the loss. Fortunately for banks and customers who arent so highly valued, most of the phoney money is spotted by the Federal Reserve Bank. Sherman says, They are a -m?7ingly good at that sort of o O require a warrant of an inspector prior to allowing a search. Should a warrant be presented, Martin also suggests the business proprietor immediately contact his or her attorney to ensure the warrant follows the Supreme Court guidelines. Of course, businesspeople can allow inspectors on their premises without an indepena warrant--It- s dent decision businesspeople must make. The high court ruled that acceptable reasons for issuance of a warrant range from probable cause in criminal cases to general administrative procedures where routine inspections are to occur. In addition, some industries, including pharmacy, liquor and firearms will remain readily available to inspection because of their past history of extensive regulation. When Congress passed the Federal Election Campaign Amendments of 1974, corporations were quick to respond with 538 corporate political action committees (PACs) mushrooming into existence by the end of 1977. Locally, however, the trend doesnt seem to have caught on, witn only two corporations, one association, and two membership organizations having registered PACs with the Federal Election Commission, as required by law. By clarifying the Federal Election Campaign Act of 1971, the 1974 amendments allowed corporations to form PACs which could contribute to political parties and candidates in federal elections. In the past, corporations, and especially corporations involved with government contracts, were severely restricted in political activities. There are still restrictions, to be sure, but the new law allows corporations to give up to $5,000 to a political candidate per election. Contributions to the PAC fund come from stockholders and managerial personnel, who can be solicited for funds by the corporation.
