IPP, which is made up of Utah and California cities and rural electrification associations, has already spent over $7 million studying sites for the plant. Utah Power and Light Co. has also spent some $2 million looking at plant sites in the state, some of which are being considered as alternatives for IPP. And now the Interagency Task Force on Power Plant Siting, a group made up of members of the state Energy Conservation and Development Council along with representatives of local government and federal agencies, has been studying alternative IPP sites since August.
