Show the utah j( ENTERPRISE I UP&L makes offer; Feds may pull out IPP study is still not without surprises The Interagency Task Force on Power Plant Siting got a couple of surprises Tuesday night as a meeting on results us seven-hour-pl- of alternate Intermountain Power Project site studies came to a close. For one thing, representatives of two federal agencies who had been members of the task force indicated they may not be able to participate in the ranking of sites. Results of those rankings by the force members are expected to be announced this week. And Utah Power and Light Co. spokesmen produc- ed a statement saying, Wayne County site proves impossible. And if IPP cant go to Delta either, UP&L is willing to accommodate the Utah IPP participants by providing for their future electricity needs. As of Wednesday, task force chairman Roger Markle in the proposed 3,000 megawatt IPP electric generation plant could be located near one of their own future sites near Delta if the original effect, told the Enterprise the , Bureau of Reclamation and the Bureau of Land Management had not yet decided whether to allow their representatives on the task force to fill out the forces matrix sites accord- which ranks the ing to some 40 criteria. According to Markle, concern about their participation arose because they will be involved in the writing of an environmental impact statement (E1S) on the plant, as required by the National En vironmental Policy Act, and they must remain unbiased. If the preference of the task force is reaffirmed by the E1S, its possible someone might claim the agencies were biased, Markle said. Withdrawal by the agency representatives wont detract from the validity of the group's findings, Markle asserted, particularly since they participated in the discussions leading up to the site rankings. Markle said he had not been told such a problem might occur before the Tuesday meeting. The UP&L statement was delivered by company Frank Davis, in the form of a letter to the task force signed by UP&L administrative assistant William D. vice-preside- nt California cities are slated to get between 50 to 75 percent of the power generated by the IPP plant. The Utah members of IPP are also members of the Intermountain Consumer Power Association, made up of municipalities and rural electrification associations. Joseph C. Fackrell, IPP and ICPA president, told the task force that a fourth of Utah The letter concluded, however, that the original site near Caineville would be best. Davis also added the company had a grave concern over giving UP&Ls best sites to sources outside the state, and noted the company has an obligation to protect its customers. In response to a question by the Enterprise, Davis said UP&L wasn't interested in the electricity consumers are ICPA members. Of those, 75 to 80 percent are involved with IPP. The Reese letter noted there is only one area in Utah with the potential of accommodating two major facilities, with one serving communities. That area is the vicinity of Delta, north and south. Selection of any of the other sites studied by UP&L out-of-sta- te E See related tremendous would impose costs upon the people of Utah, Reese maintained. The advantages of Delta include the availability of water if the Central Utah Project provides it, and joint use of coal transportation facilities from the Garfield area. The letter listed five future plant sites as necessary to satisfy the requirements of UP&L customers: Emery, Nephi, Delta, Wellington, and Green River. Those sites, Reese wrote, could sustain coal-fire- d plants of between 1,000 and 2,000 Green River megawatts. could also support an additional 2,000 plus megawatts of nuclear capacity. Other sites studied in the state were rejected because of environmental, sociological, or economic impacts. The letter further asked the task force to prequalify sites needed to provide for the electricity needs of Utahns, and to express a willingness to work jointly with the Utah participants in the IPP project in the development of a single facility from which power would be produced to satisfy the needs of those municipal and REA customers as well as Utah Power & Light cust pace setting atmospheres Good design can reflect personality, create moods, build positive customer impressions.
