Show The Enterprise Review, September 22, 1976 Page 5b mi Architects Compete for Sidewalk Design Contract Inspired by new, creative sidewalk designs along First South and Main Streets in downtown Salt Lake City, members of the Downtown Council have been trying to find an architect to create a master plan for the remaining pedestrian avenues in the city. During a meeting last week they narrowed their selection to three architects who will vie for the prestigious position. Members of the council gave each firm $1,000 and asked them to design a portion of State Street and 3rd South, with a tentative deadline of Oct. 4. The competing firms, Fowler, Ferguson, Kingston & Ruben; Donald Panushka; and Niels & Sidewalk designs along Alain Street have inspired the Downtown Council to complete city pedestrian avenues. Three architectural firms are working on preliminary designs. h i- L H. Valen-tine- r AssociatesThe Land Group, were chosen from a select group of six, all of whom presented varying ideas for sidewalk design to the businesspeople and city officials present. These six architects had been chosen from a group of 13 firms who responded to a letter soliciting proposals, sent to all architects in the city. Funds for the master plan project will come from tax increment money, a form of redevelopment financing approved by the state supreme court last year. The money is generated from property taxes that have increased because of appreciating property value in the downtown area. The Downtown Council was formed early this year to help city officials and the city Redevelopment Agency direct expenditures of the money. Council members choosing the firms included I.J. Wagner of St. Regis Corp., James Mortimer of Deseret Book, Elliot Wolfe of Wolfe's Sportsmans Headquarters, Howard S. Clark of Harold Steele of First Security Bank, Walker Wallace of Wallace & Associates, Richard Schubach of Standard Optical, and Roger Hansen of Pierson Enterprises. Voting, but substituting for members were O. Alldredge of ZCM1 and Eugene West of Penneys. Streets Commissioner Jess Agraz also voted. For instance, Ferguson told the group he envisioned Main Street as the Champs Elysces" of Salt Lake, and thought all the sidewalks should look the same. Panushka is presently architect for owners of the block between First and 2nd South and State and Main streets who are helping finance re- development of Regent Street, Orphcum Avenue and 2nd South. Niels Valentiner told the committee members he thought the strength in an overall sidewalk design lay in the graphic presentation of intersections. The intersections mesh a variety of designs for each block, he told them. Valentiner also listed traffic generators" such as Arrow Press Square and Temple Square which should be considered in the design. He presented the conceipt of service nodes" where such street utilities as waste baskets, vending machines and telephone booths could be gathered. He told the group he saw his a job as one of creating tinkertoy system" of building blocks that individual architects or city planners could use as they develop the downtown area.
