First, white-winge- d doves, a migratory game bird species historically found mostly south of Utah, are becoming more common throughout the state each year. Beginning in 2004, Utah dove hunters will be allowed to legally harvest white-winge- d doves, as well as mourning doves. Bag and possession limits for whitewinged and mourning doves will be in the aggregate. For example, the bag limit for doves is 10 birds in any combinad tion of and mourning doves. The possession limit remains two bag limits, or any d combination of 20 and mourning doves. Also, the exotic Eurasian is being observed in greater numbers and in new areas in Utah each year. If taken during the dove season, these doves will not count as part of the aggregate dove bag and possession limits. Hunters who harvest Eurasian collared-dove- s while dove hunting should leave them unplucked during transport, so they can be identified from mourning and white-winge- d doves. A description of all of these doves is found on page 22 of the 2004-0Upland Game Proclamation. Hunters are encouraged to review this dove identification information before going afield. white-winge- roost in dead trees. Although not required by law, it's a good idea to wear hunter orange during the first week of the dove hunt. The measure also requires the appointment of Utah citizens to all related safety boards, additional monitoring stations in any Utah county requesting one and prompt and open disclosure by the Department of Energy of activities. We must not jeopardize the health and safety of our citizens as we work to protect our national security. Utahns have already paid too high a price, said Senator Bennett. I do not support efforts to disarm this country, but I cannot sanction activities which could endanger its citizens. The Bush administration has assured me, in public and in private, that it has no plans to resume nuclear testing at the Nevada Test Site. However, should a future administration change its mind, my ST. GEORGE (R-Uta- testing-- related legislation will ensure that Congress has a say. Any decision to resume nuclear testing must be debated and approved by the Congress, not carried out in private by the executive branch, Bennett added. Similar to legislation introduced in the House of Representatives by Representative Jim Matheson the Bennett bill requires the administration to come to Congress for approval before any nuclear testing can resume. The Safety for Americans from Nuclear Weapons Testing Act also requires an extensive safety and health analysis under the National Environmental Policy Act (NEPA) process prior to any resumption of testing, and ensures public involvement in the process. Bennetts bill strengthens the House measure by adding the following provisions: Requires the Department of Energy to install a radiation monitoring station in any Utah county that requests ), Environmental Monitoring Program, Cedar City, Delta, change Milford and St. George. These monitoring stations currently collect and analyze air and water data to determine baseline of normal radioactivity levels in the areas. This data is submitted annually to the Environmental MT. The NNSA is then required to report its findings to Congress and make recommendations of additional measures needed to help ensure safety and health of citizens living near the Test Site. In the event Congress approves resumed underground testing and sufficient environmental review of safety and soundness of any proposed test has occurred, Bennetts bill ensures the following: Secretary of energy must provide public with advance notice of underground test; following any test, the secretary of energy shall promptly provide the public with notice of date, time and location of test; and whether any radiation was released as a result of the test. The secretary of energy is required to hold a town hall meeting in Southern Utah after each test to discuss the details of the test. Bennett received correspondence from NNSA Administrator Linton Brooks and Deputy Secretary of Defense Paul Wolfowitz assuring Bennett the administration has no plans to conduct underground nuclear tests.
