Show Page Six - The Pyramid - January 15, 1997 Spring City approves loans, grants for water project, appoints 2 board members SPRING CIT- Y- The new water project, new members of planning and zoning, and board of adjustments, council updates and zoning applications were among issues discussed at the Jan 2 council meeting. Water project Hal Nielson, Division of Water Resources, appeared to discuss loan and grant proposals for the water project. Originally, the city had requested $688,000 in federal assistance which would consist of $344,000 loan money and $344,000 as grant money. Nielson stated there was not as much grant money available as projected, so the division could only offer $100,000 grant money and the remaining $588,000 as a loan. The actual proposal brought before council was $100,000 grant money, $344,000 as a loan at four and one-hapercent interest, with the remaining money to come from a separate loan at a lower interest rate which has not yet been finalized. After council discussion the loangrant resolution motion was passed to accept water resources grant for $100,000 and loan for $344,000. accepted, then sent to planning and zoning. 40-ye- ar lf After finalization of the last loan needed, Sunrise Engineering will go over all figures and have the proper papers drawn up. The council and Sunrise engineers will then figure the estimated new water rates and continue the process of proposing figures to citizens at public hearings, if Child Guidance CRAYONS Employee policy Mayor Allred met with Bob Faux, Utah Government Trust, who brought a new comprehensive employee handbook. The document will be discussed in the work meeting where the council may make any changes and sent to the city attorney for acceptance. Planning and zoning In a three to two council vote, Eldon Barnes w'as appointed as the newest board member to planning and zoning, since David Hamblins term expired at the end of the five-yeposition needed to be filled. Councilman Doug Johnson suggested Hamblin could be re 19. named as a new member, thus saving the continuity with present issues faced, by the commission. Neldon Jensen, chairman, planning and zoning, was also in favor of Hamblins reappointment because of his work redoing the planning and zoning manual, ideas and familiarity of the current project. However, Councilperson Cynthia Allred nominated Eldon Barnes, who had expressed an interest in serving on the board. Councilman Marlin Christensen was also in favor of Barnes, who could bring new ideas, but commended all of the commission on their work and dedication. Planning and zoning commission members are: Neldon Jensen, chairman; Jean Sessions, Lori Johansen, Neil Sorensen and Eldon Barnes. Board of adjustments Councilperson Cynthia Allred nominated Dianne Soffe, who has served as an alternate on the Board of Adjustments, to fill Joseph Bennions slot that expired at the end of 1996. Soffe was appointed to fill the vacancy. Suggestions for a new alternate will be taken at the next meeting. Board of Adjustments members are Marilyn Christensen, chairman; Dennis Watson, John Thomas, Kenneth Strate, Dianne Soffe, and Quay Von Hansen as first alternate.
