July 1, 1976. Based on an unclear and controversial minute entry in a board meeting held a year ago, it was reported tht Mr. Allred has already been receiving the wage increase since July 1. The action taken by the board was to make the pay increase official. Frank Watson made a motion which was not seconded to increase the salary a flat $2,000. Calvin Allred However, proposed an amendment which was seconded by Mr. Watson to give the superintendent the same percentage increase (9.8 percent) that was given to the teachers earlier in the year. Mr. Watson and Mr. Allred voted in favor of the amendment with Bryant Madsen and David Peterson voting against the issue. President of the Board, Rex Kellett, cast the vote in favor of the 1,960 increase and the motion passed. The two board members opposing the salary increase based their feeling on opinion that the salary already was adequate and were displeased that the two outgoing members were able to push the salary increase in before leaving office. It has been reported that pay raises for other administrative personnel were not tied to the superintendents increase, but at the present time are tied to increases given to the teachers. This is expected to change another year according to a spokesman and then the administrative personnel salaries will be based on pay schedules separate from the teachers. It was the opinion of some last-minu- patrons attending that the regularly scheduled board meeting officially adjourned i prior to the executive session. " However, the minute entry in the board minutes did not include an official adjournment. Board member David Peterson stated he made the motion to adjourn and witnesses said Mr. Kellett made the suggestion that the meeting adjourn and go into executive session. However, the adjournment was contested. The minutes did state that at 9:10 p.m. Calvin Allred motioned that the board go into an executive session. The motion was seconded by Mr. Watson. Patrons and some board members reported they were not informed on the reason for calling an executive session or that the executive session would be followed with the remainder of the board meeting. The official agenda did not list the executive session nor the possibility that the salary increase would be discussed. It was also reported that the doors to the building were locked prior to the executive session and not reopened. The action was taken when the meeting continued following the executive session. The executive session was attended by all five members of the board, Ron Ivory, District Clerk and incoming board member, Kenneth Strate. In other matters, Mr. Ivory reported the district may be able to pick up additional federal Santa plans arrival in Mt. Pleasant Fifty-tw- o funding through the PL 874, public impact aid program. The district can qualify for the aid if at least three percent of the students have parents who are employed by the federal government or are working on federal lands. This would amount to an estimated $11,500 or more, Mr. Ivory stated. The motion to file the application was made by Calvin Allred and seconded by Mr. Watson. Superintendent Allred was named to represent the district in following through on the issue. Supt. Allred reported on a liability exclusion in the district's insurance policy relating to the tumbling equipment After discussion on the matter, it was the consensus of the board that the trampolines immediately be taken out of service and stored temporarily. The Superintendent also reported that there would be no additional handicap program expenditures this year with the final word on the program ex- pected to be released on January 3. He also reported Wendell Christensen was returning from Lima, Ohio with the new school bus. It arrived here Friday. A letter from Charles Lloyd, Administrator of State Auxiliary Services, was read to the board. The letter was in regard to the budget deficit that had been incurred by the budget deficit that had been incurred by the district. The letter stated that it was not uncommon to have a deficit and the board was directed not to try to make it all back in one year. The deficit was reported in the November board meeting. Part of the problem was blamed on a computer error in Salt Lake City. After all the figures were checked, it was reported the district found it would be about $47,000 over the budget for the 1976-7school year. were releases Student reviewed by the board but were not approved.
