well satisfied with his purchases but the i problem may not be quite as simple as this he may learn that after non essentials have been diar discarded added thel the amount of the bill is still more than he can afford and he may be forced to i reduce duce his expenditures upon actual necessities theres there js is much in common between the above illustration and the situation walh confronts the ordinary taxpayer when the budgets are being formulated but there is this essential difference if the property owner does not buy his goods goodsoe she he does not receive any and consequently does not have a bill to pay at t the store but if the property owner does nothing at all about purchasing benefits of govern ment some one else will do it tor for him and he along with other taxpayers p a and what they can afford unless the taxpayers discuss their problems frankly with their representatives in the legislature in the county commission the school board or the city commission the budget laws provide practical methods which permit the taxpayer to take an active part in determining the costs of government the entire program of expenditures for state and local government Is designed to permit every taxpayer to participate in the formulation of these expenditures this carries aheady a heavy responsibility tor for the taxpayer it means that he cannot sit idly by when the budgets are being formulated and then secure a a reduction in the public e expenditures after the time for the ie consideration of the problem has been passed it is inconsistent for a taxpayer to sleep on his rights during the time when he had an opportunity to the budgets and later protest against his tax bill so many people say that its no use to attend budget hearings that the officials pay any attention to him but just the ithe opposite is true officials hear those who complain protestant prot protest estand and demand a very small minority and never know the desires of the majority because
