constitution ution of the state of utah is here by submitted to the qualified fied electors of the state for their approval or disapproval viz that section 4 article 13 of the constitution of utah be and the same is hereby amended to ada rda read d as s follows w sec 4 all mines and mining clain claims hotti placer and rock in place pace containing or bearing gold s silver copper 16 lead ad coal or other valuable mineral deposits after af tor purchase ther eoff from the r united states shall be taxed at the price paid the united states unless the surface ground or some part there ther eoff of such mine or claim is used for other than mining purposes in which case said su surface h ground or any part ther eoff so used for other than mining poses shall be taxed at its value I 1 or such other purposes as pro vided aided by law and all machinery ased in mining and all property and surface improvements upon or appi appurtenant artenant to mines anine and mining ining in claims which have a val a ue separate and indo independent pendent of f ill all such mines or mining claims ah a tb annual proceeds 1 of all mines and mining claims 1 shall be taxed by the state board of E equalization constitution of the state of utah relating to the rate of taxation be it resolved and enacted by the legislature M of the state of U utah tab see sec 1 that it is proposed to amend section 7 of article x XIII of the constitution of the state of utah so that the same will r read ead as fo follows allows 7 the rate of state taxation on property for state purposes shall never exceed eiba eight mills on oil each dollar of valuation atlon four and one half mills on each dollar of valuation for general state purposes three mills on each dollar of f valuation for district U sc school hool purposes one half mill on each dollar of valuation for high school purposes and whenever the tax able property within the state shall amount to four hundred million dollars the rate shall never thereafter exceed five mills on each dollar of valuation unless a proposition to increase inc pease tease such rate specifying the rato rate proposed and the time durin during g which the same shall be levied be first submitted to a vote of such qualified electors as shall have paid a property tax assessed to them within the state in the year next preceding such elec elbe tion fion and the
