Kidnap Suspect 11 Garrison 17 Delta $20,000 Reward Offered For Kidnap Victim A $20,000 reward is offered for information leading to the return or recovery of Rachael Marie Runyan, three years old, born June 23, 1979, long blonde natural curly hair, blue eyes, last seen wearing white background play-suwith green and blue flowered print, brown leather shoes with bright yellow laces printed with Smile, blue ribbon in hair, pierced ears with gold studs. She has a severe thumbsucking habit. On Thursday, Aug. 26, 1982, at approximately 12:30 p.m. Rachael Marie Runyan was kidnapped from a park in Sunset, Davis County, Utah. Her assailant is described as a black male, 25 to 35 years of it age, six feet tall, slender to medium build, fair complexion, short Afro type hair, mustache, possibly handlebar type. He was last seen wearing blue jeans, old blue sneakers with white stripes, blue pullover type shirt with a red stripe going around the chest and sleeves. The vehicle involved is a e blue car, four door, brown wood grain stripe down the side, chrome rear bumper, high front seats, rear license plate below the bumper, lights across the rear, rear windshield wiper. They will still be made available to you. A completely reorganized arts council is taking that responsibility. It's name is simply the Civic Arts Council. This change was made so as to include people from all parts of our community. Each of the surrounding towns will have a person (from their town) representing them, on the council. There will also be a representative from the different groups around the community (like the Senior Citizens, the Chamber of Commerce, the teachers, etc.). We are hoping this will encourage more participation from those who felt that the 1 FCAC was a Fillmore activity planner rather than a community activity planner. The Civic Arts Council met, for the first time, last Thursday, Sept. 2. There was a lot of business to get settled right away. A report on the financial success of the Chief Kanosh Pageant disclosed that we sold more tickets than any previous year (we do a little better every year). So, we came out a few hundred dollars ahead. (If you have any comments or suggestions concerning the pageant, look for the questionnaires available at most businesses in Fillmore.) A subject of rather long discussion was how to encourage more people to join the arts council. That, and also how to encourage more people to go to the programs that are brought in. As an answer to that, it was decided to have campaign. The gallant people who will do this will not just be doing public relations work. In addition to telling you all a door-to-do- about the arts council and the up and coming programs, they will be selling the Community Calendar (you know, the one with everyones birthday on it). You can expect these people to come around right away. Listen to them because it's interesting and it's important. In order to bring these programs in, we need community support to pay for them. This years agenda has some terrific entertainment slated. You can look forward to the Lamantte Generation, in Nov. A mime, masque, and magic show by Christopher Fair will be in Apnl The Missoula Childrens Theater, performing Snow White and the Seven Dwarfs, will be here in March. The Messiah will be here at Christmas time. The Arts in the Park program w ill be repealed next summer. And now to announce the most immediate program: A Pops Concert in the Park! The Murray Symphony is coming September 25. From 5:00 until 6:00 p.m., at the amphitheater, they will be performing popular music in the grande manner! Bring a blanket and lay on the lawn. The project involves design and construction of two reinforced concrete chimneys servmd a new coal lired generating station being constructed near Delia, Utah. Field construction is scheduled to begin in July 1983. Black & Veatch of Kansas City, MO, is the engineer on the project. Beshtel is the construction manager. Millard County W'heat farmers can insurance participate in a new program that includes yield guarantees based on their individual production records. The program, knows as Individual Yield Coverage (IYC) was announced by Dean Bradshaw of C rop Insurance. Brandshaw explains that the plan will provide higher levels of insurance protection for wheat producers who can verify higher than average yields for at least the most recent three years. In the past, insurance guarantees have been based on the average yield in the area where the crop was produced, farmers interested in participating should contact the local ASCS Office in Fillmore, UT, for information concerning yield verification procedures. Crop Insurance, which has been expanded to replace the Disaster Payments program abolished by Congress a year ago, is designed to provide reasonably priced protection against the loss of money invested in crop production. Maxon has been charged with the theft of a stove on or about March I, 1982 and the theft of a cow and her unborn calf on about the 2nd of May, 1982.
