Show Tax law: good news bad news by Dennis Hlnksmp Campaign promises aside you might suspect that there is no such thing as a tax reform bill that ensures that everyone pays less tax After all we still have a national debt that keeps faster than an untended zucchuni Last week’s column pointed out that the new tax bill will be more fair and simple for some but for many of us it is still going to be confusing According to Dr Jean Lown assistant professor of home economics and consumer education at Utah State University it is difficult to determine whether most of us will end up paying more or less taxes Some of the specific changes most likely to affect Utah consumers for better or worse are: Sales Taxes: After Dec 31 1986 you will no longer be able to deduct sales taxes from your income tax This means if you are planning to buy a car boat motorhome or motorcycle you may want to consider purchasing it before the end of the year Depending on your lax bracket buying a SI 2000 $15000 vehicle before 1987 could save $400 if you itemize you S300 deductions Consumer Interest Deduction: Itemized deductions for credit card and consumer loans (cars boats motorhomes) will be phased out Starting in ’87 you’ll be able to deduct from taxable income only 65 percent of the consumer interest paid during the year in 1988 this will be reduced to 40 then down to 20 percent in ’89 and eliminated by 1991 However interest paid on mortgages will remain fully tax deductible under the new bill Individual Retirement Accounts: IRAs were considered the middle come person’s tax shelter but the new tax bill will limit their tax saving appeal Any wage earner not covered by a company pension plan can still deduct up to $2000 per year for IRA contributions Others still allowed the full $2000 deduction are employed persons covered by company pension plans but who earn less than $25000 as a single tax payer or $40000 as a couple filing jointly Deductions for persons earning more than these figures will be based on a sliding scale Two Tamer Deduction: Previously married families could deduct 10 percent (up to $3000) of the salary of the lower paid spouse This will be eliminated so that the both salaries will be fully taxable Standard Deductions: Although the standard deduction (also known as the zero bracket amount) will increase slightly in 1987 the full increase to $3000 for singles and $5000 for couples will not take effect until 1988 Kxemptions: The personal exemption will jump from $1080 this year to $1900 in 1987 and gradually increase to $2jOOO by 1989 State Taxes: You will likely pay more in state taxes because Utah’s tax structure is based on your federal adjusted gross income (AGI) Since many people will end up with a higher AGI and fewer deductions under the new tax bill they will be paying more state taxes Lown says these are examples of some of the areas that may either add or subtract from your taxable income as a result of the new tax bill changes Due to the great number of changes in deductions consumers who previously itemized may have to reconsider the benefit of itemization She going suggests through woiksheets that are likely to appear in magazines and newspapers can help you decide the impact of the new tax bill on your household Hold the dessert!
