The Snake Valley of the West Desert in Utah listed in the publication STATU WATER PLAN WEST DESERT BASIN PUBLIC REVISED 1999 as having 32IXX) acre ft of net available water per year This guess or estimate was based on Hydrologic Reconnaissance of Deep Creek Valley Tech Pub 24 Department of Natural Resources 1969 This data is still being used now by the Utah Department of Natural Resources (DNR) While this information has been somewhat revised it has never been fully substantiated that there are 32000 acre ft of net available water or for that In section 5 it states “Water matter any surplus water at all in Snake Valley 990” The report states that “Surface budget data is based on the period water and groundwater data are provided by the USGS" It should be noted is still being used by the DNR While the that the USGS data from more recent study named Basin and Range Carbonate Aquifer Survey Study A i Ha rr TT rr T (BARCASS) is apparently being ignored The BARCASS states that Snake Valley is in a balance between recharge and discharge and that Snake Valley is dependent upon valleys to the Steptoe and Lake Valleys for part of its recharge balance Further in the publication Hydrologic Reconnaissance of the Southern Great Salt Lake Desert and Summary of the Hydrology of West Central Utah Technical Publication No 71 1981 On page 24 the following is hereby quoted “Only r in Snake Valley is discharge greater than recharge and this is t was because of withdrawals of water from wells In 1964 about 7 pumped in the valley (Hood and Rush 1965 p 23) but by 1977 the pumpage 978 p 13) t (Herbert and Gates and others has increased to about 8 much of which probably was withdrawn from storage" The question then that begs to be answered is: Why does the Utah DNR refuse to use the above salient information and data This study done in 1978 plainly stales as docs BARCASS that the balance between discharge and recharge is maintained only because Snake Valley at a lower elevation receives subsurface inflow from the basins to the west to maintain its balance Why does the Utah DNR not come lorth with the available and more complete data? Why docs the Utah DNR not equivocally state what we as residents of Snake Valley already know and have known- - that there is no surplus water in Snake Valley? Why does the Utah DNR not issue a statement that plainly says that Snake Valley is in a water deficit- that springs by the score have dried up or are drying up that the water table is falling significantly that the vegetation that holds the valley floor together is severely stressed or dying? Why does the Utah DNR not state plainly to all concerned that Snake Valley cannot support without great harm to its resources a water withdrawal of the magnitude of 50000 acre ft of totally consumptive water or anything less than that amount? What useful purpose is served by continuing the negotiations between the state and Nevada over water that we do not have in the first place Any agreement between Utah and Nevada would have to recognize that water pumped from Spring Valley and others will deprive Utah’s ranchers and farmers of their water rights Acknowledgement of this hydrological fact has to be fundamental to any discussion between the two slates The fact that Snake Valley has no surplus water is certainly provable It can be seen and measured by anyone who cares to do so It is time that the Utah DNR wakes up to these obvious facts Ignoring the lowering water table and this continuing drought that seems to be becoming the norm and the rapidly increasing use of groundwater by the citizens and agriculture demands that this be brought to the attention of water resource managers The necessity of keeping water resources here for our own future growth and to protect ourselves from what could be even greater water deficits in the future is imperative In the last 50 years and more so in the last 25 years vast amounts of geological and hydrological information has been accumulated ll must be hoped for and indeed in our case prayed for that the Utah DNR will avail itself of this information Otherwise we will continue in a dark age of dismal hydrologic misinformation and continue with lethargic bureaucratic ineptitude The time is now for the Utah DNR to take a stand- not sometime in the uncertain future after great irreparable harm has been done to our way of life and to all living creatures here in Snake Valley Cecil and Annette Garland Callao Utah ' V ' B( Vr Thousands to be “Guided” to Ogden for Witnesses’ annual event estimated 7000 from Ogden including those from Salt Lake City Provo and Logan will come to the Dee Events Center for a event focusing on finding reliable guidance Jehovah’s Witnesses will host their annual convention at the Dee Events Center beginning Friday July 4 2008 at 9:20 a m The 2008 “Guided by God’s Spirit" District Convention is open to the public Admission to the convention is free and no collections will be taken The program will focus on why reliable guidance is needed today and where people can turn to for trustworthy advice in alt aspects of life Witnesses who are associated with the area’s 35 congregations anticipate an excellent turnout for the event in view of the enthusiastic response to last year's convention which had the theme “Follow the Christ!" Witnesses also look forward to to welcoming many the convention Witnesses believe that all who anend will benefit from the practical information presented Throughout the United States there will be 305 conventions in 76 cities Worldwide there are nearly 7000000 Witnesses in over 101000 congregations In 2007 more than 12 million people attended over 3200 of Ore Witnesses' conventions around the world Local Contact: Richard Wolf NOTIFICATION OF THE KERN RIVER These taedkal Fillmore are available iperiahsti Call the number Center Medkal Community at Delta Community Medkal Center and listed for an appointment AUDIOLOGY Gsi Tiansmissiofl Company is s subsidiary MidAmerican Energy Holdings Company Juno 20 2008 oppliod with the Federal Energy Regulatory Commission Docket CP08 429 lor I certificate ol consonance necessity to construct 2010 Expansion Protect is proposing to construct ond oporsto licdities to expend capacity on its existing the increase the system capacity by t4S000 system from southwestern Wyoming to Southern California The protect dokothorms pot day (approximately 145 cubic leal per day) Kant Eric Maxwell July Datta Fillmore 3 A31 interstate DERMATOLOGY Lanalng G Ellsworth MD Rand Colbert MD July DaltaFlllmora 80O966 6440 17 The protect includes installing s now compressor unit ol constructing now meosuihmont facihlies ECHOCARDIOGRAM Wyoming Delta Fillmore Variable Schedule Call for Appt Delta Fillmore July Delta Fillmore TESTING Richard Nielsen MS PT A FAAFP FAAFP R Smith MD NURSE PRACTIONEER Son)a Carter APRN Ron Draper APRN NPC Alan A Fri A Fri HEALTH CARE LANDOWNER NOTIFICATION!
