The national government has been taking the lead In .dentine, mechanical and engineering engi-neering development to a constantly Increasing Increas-ing extent in Into years. For, of course, the reader will understand that In speaking of Uncle flam's current triumphs In the fluid of Invention and experiment, reference I. made not to the federal government as represented by lu own experts and employes. Now the national government ha. always been a contributor con-tributor to the cause of science and Invention, there being dual reasons for Its activity in auch direction. On the one hand the central government, with paternal Instinct, has been bound to contribute In every way to the well-being well-being of the whole people and as Is well known such benefit I. more often than not conferred con-ferred through the Instrumentality of scientific scien-tific discoveries and inventions. Obviously then It I. up to Uncle Sam to foster Yankee Ingenuity by every possible mean.. Yet the second Incentive to federal activity In this broad field has been even more of a spur than the flr.t. Now with Uncle Sam In the actual conduct of arts and Industrie, on a greater scale. In some Instances, In-stances, than they are being carried on by any private corporation. It ha. become Imperative rrom the hard, practical business standpoint that the government shall have the benefit of the hlghent possible attainment, in time and Inbor saving quipment. In the effort to keep abreast of or a little ahead of the world', march of proven, the federal establishment has continually carried 1 on test, and experiment with a lcw to disclosing dis-closing new capabilities in Instruments and apparatus ap-paratus of one kind or another that rank as i commercial products and as such may be I hounht In the open market. Hut a large .hare of what has been accomplished these pant few 1 years has been due to new Invention, evolved 1 by government officials. And It I. pleasing to c note that there Is an Increasing disposition on part of the men on I pcle Sam's pajroll to 1 rKird as federal property tho Inventions from t which th-y might otherwise reap a fortune. 1 There have, from time to time, been charges t and rumors putting In question the ethic, and 1 honenty of men who derived private wealth 1 from Invention, alleged to have been worked t out In government time and with the aid of t facilities offered by a governmental position. c Happily, however, such eases appenr to be e growing more rare and to counterbalance the h Isolated Instance wo have example, such a. re-cntly afforded by Major Sailer, assistant t chief signal officer of the United State, army. when he d.dicated to the free use of the n American people ihe patent, covering his oew b ystern of multiple, telephony. Much has been printed from time to time re-rsrdlng re-rsrdlng the "machines that almost think" invented in-vented by the mechanical experts of the United State, census bureau to aid Uncle Sam In the big task of counting noses. However, there one invention, newer than any of the others re gardlng which little has been said. This Is th automatic card sorting machine, the function of which Is to sort mechanically the ninety odd million cards representing the people of the United Slates for, under our present svsiem of card Indexing the country the census office has on file a bit of pasteboard to represent every man. woman and child In the republic. The new sorter Borts cards at a speed of from 300 to 325 per minute, sorting the cards Into thirteen different drawees. Tho machine Is operated by electricity and the sorting Is done through the medium of sensitive needles w hich se. k out the holes which have previously been punched In each card to record biographical facts and distribute dis-tribute the cards according to the location of these boles. Uncle Sam's greatest bueln.ss Institution, the rostoffiee department, has lately fostered' Its hare of new inventions aside from the stamp-vending stamp-vending machines wl!h which it has long been experimtnting. The late novelties Include an electric cane -ling machine for canceling the stsmp. on letters and ixistniarking the envel-o;v; envel-o;v; a trolley system for bundling mall In city portoClces and a belt conveyor sstem for the same put pose. As though whisked In by an Invisible In-visible hand and almost more quickly than the eye can follow the operation, these nails are ono and all drawn to the highly magnetized surface. This new magnet, a world', record breaker In sl.e as well as In power, was constructed specially for the United States government by a firm of Instrument makers In Switzerland. The circumstances connected with the designing design-ing of the magnet Illustrate how great minds may run In the same direction. Mr. Frederick Hates, the United States government expert who Is at the head of the division of polarlmet-ry polarlmet-ry at the bureau of standard, and working In conjunction with other government scientists, lust worked out the detailed plans for such a magnet when he discovered that the foreign Instrument makers who ultimately built this ne for our government bad been covering the 'ame ground at the same time, each Inventor Jticonsclous of the activities of his rival on Ihe Plslte side of the Atlantic. Perhaps the most unusual attribute of this nagn-t Is that It Is made available for con inuous use. this being accomplished by reducing re-ducing ordinary Insulated wires such as are omnionly used with copper tape. This cois er tape Is surrounded by insulating oil. rhmugh this oil there are run coil of copper ublng about one-half Inch In diameter and brough this tubing cold water Is circulated to arry off the enormous beat which Is .level-ped. .level-ped. In the same room with the new magnet a yet newer Invention the product of gov-rnment gov-rnment scientists which promises great Mngs. It Is known as a vacuum gauge and it 1 111 enable more minute and more accurate icasur nt than has heretofore been xissl- le In the case of a vacuum. Ono of the most notable of Uncle Sam', clentlfle triumph, of the present year I. the ew system of multiple, telephony mentioned Ixive and which by Its disclosure of a method f transmitting a number of telephone me-iigeg me-iigeg simultaneously over the lame wire Is ex-ect.-d to greatly reduce the cost of long His-nce His-nce telephone cor.v. rsati. n. In connection Ith the development of this new form of tel-phony tel-phony which will make one wire do the work f ten. Major Squler and his associates have arrled on some eiperlmmti which, though rlglnally Jntendd only as a means to an end. ow promise to have a distinct value of their n In disclosing the possibilities of transmit- I ng music by telephone. The music of a phonogrsnh fraphophone 1 Pl ' ' ' ' T?AtSWrr.ffG SMOJiOC?AJh was the partimlar form of melody transmitted and the resuT.s were really surprising In many respects. For one thing the music as heard at the other end of the line was remarkably clear and sweet. Indeed it was seemingly 1 more perfect tone production than thAt obtainable obtain-able under any other conditions Inasmuch as tho telephone served to entirely eliminate the "needle nose," the on e suggestion of the mechanical me-chanical which talking machine Inventors have never been able to entirely eliminate. It Is believed that this disclosure of the possibilities possibili-ties of transmitting music by phone will ultimately ulti-mately enable people to enjoy concerts by the best vocal and Instrumental talent when seated seat-ed in their own homes. This would, of course, prove an especial boon In the rase of suburbanites subur-banites rikI residents of the rural districts where the use of the telephone has Increased so tremendously In recent years. In the experiments ex-periments with multiplex telephony the graph-ophone graph-ophone music ws. employed to still further demonstrate the possibility of using a .Ingle Ire for the transmission of various message, simultaneously, each Independent of the others. For Instance, on one occasion Caruso, by means of a "talker," sang on the line while "The Charge of the Light llrigade" (as recited re-cited Into a separate transmitter close at hand) was carried over the same wire at the same time without In any way Interfering with the famous tenor's voire. Of Uncle Sam s recent Innovations In technical tech-nical equipment none bids fair to ultimately work greater wonders than the lately Introduced Intro-duced Puimotor. The Pulmotor is a delicately delicate-ly adjusted machine that occupied a portable .-use not much larger than the ordinary dress-suit dress-suit case, and its func ion Is to bring back to life persons supposed to be dead. The gov-ernment gov-ernment provided the first of these new miracle mir-acle workers f, r the use of the newly established estab-lished United States bureau of mines In it. work of rescuing men overcome by the poisonous poison-ous gases In coal mines, but the advent of the Invention Is opening op life-saving possibilities In other fields, ss, for Instance, st bathing beaches and In city hospitals In short In any ease where death Is threatened through the filling of the lungs with gas or water. The Pulmotor Is. In effect, an automatic breathing machine, its function being to draw the poisonous gases out of the lungs and to force Into the lungs In turn ths life giving oxygen. The mechanism Includes a cylinder In which oiygen Is stored under pressure, a blow-Ing blow-Ing and suction valve actuated by two accordion bellowa. and a hood or mask which fits over the njoutfi" and nostrils of the patient, making an |
