The County Clerk will make available, or will cause _ the registration agents to make available, at the above-described polling places, a registration list or copy thereof listing all registered electors entitled to use such voting places. An absentee ballot will be provided, if requested by an absentee voter applicant (as defined hereafter). An "Absentee Voter" who may obtain an absentee ballot is any person who (a) is physically, emotionally, or mentally impaired; (b) will be serving as an election judge or who has election duties in - another voting precinct, (c) is detained or incarcerated in a jail or prison; (d) suffers a legal disability; (e) is prevented from voting in a particular location because of religious tenets or other strongly-held personal values; (f) is called for jury duty in state or federal court; or (g) otherwise expects to be absent from the voting precinct on election day. Gillies original bid proposed a fixed fee of 6.5% of the construction budget for standard professional services required for the project, with hourly rates set at $95. for the principal architect, $85. for the program manager or second architect. Sandstrom’s bid was 4.8% of total construction cost, with architect’s fee set at $55. per hour. The Sandstrom bid clearly listed services provided, including, but not limited to: computer generated construction documents; security manual and security systems design; no charge for change orders; security systems training; one year warranty and follow-up inspection. During the March 12 interview, Sandstrom representatives suggested that, if they were apprised of complete requirements, the 4.8% figure could be shaved considerably. After conducting the interviews, commissioners directed Doug Carriger, County Planner, to send a letter, dated March 19, to each firm verifying that services described in Article 2 of ALA Document B141 were indeed covered in the bid. “The bids were like trying to compare apples to oranges. We want to compare apples to apples,” Carriger said. He did not clarify the actual differences, . The Monitor agrees with the Beaver County Building Authority in their decision to give preference to Gillies because of his ties to the community. Such continuity invites pride and excellence to the project. The Monitor, however, seriously objects to the shady shenanigans associated with awarding the contract. Happenings such as: (1) The sealed bid (Carriger said that, to the best of his recollection, it was the original sealed bid from. Sandstrom.) which he opened - but says he did not read. (Is that like not inhaling)?; (2) Gillies, Stransky, Brems and Smith final clarification of bid - .002% below Sandstrom’s and five days later, and (3) undocumented reports, which may or may not have . amounted to little more than gossip, of complaints associated with Sandstrom projects; raise a question as to the degree of integrity exhibited by the building authority. Such posture not only poses a direct insult to the intelligence of Beaver County taxpayers, it is demeaning to both architectural finms. _ In the same meeting, Jones and DeMille was selected for engineering work five feet and more from the outside of the structure. Actual amount already paid, or still owed, to the firm for up front negotiations to secure funding has not been released. Whether or not the contract specifies a cap on negotiation spending remains unclear. ; A funding plan for the $9 to $10 million needed to build the jail/administration offices/court facility has not been defined. Bond election for $3.5 million, about 1/3 of the total project cost, is scheduled for May 7. The remaining funds will be raised by revenue bonds, and do not require woter approval.
