Show THE SENTINEL DDDffDaftuoDD American taxpayers are paying millions of dollars each year in times of high inflation through a "tax" which is nowhere written into law, according to Utah Foundation, the private, research agency. Federal and state governments receive this money as a hidden windfall, and do not account for it to the public. In addition to its direct effect on the marketplace, inflation takes an additional bite out of most wage earners' income through its interaction with the graduated income tax," the foundation points out in a research brief released this week. It shines the spotlight of accountability on elected officials and forces them to publicly confront the taxing and spending issues of the day in a manner for which they can clearly be held responsible by the voters." The foundation notes that "a growing number of U.S. citizens appear to be reaching the same conclusion." . ,v . - celebrates taxes. Proposals for "indexing" such features as personal exemptions, allowable deductions, and the width of marginal tax brackets appear to be gaining support. "However, when inflation causes tax liability to rise at a faster rate than is contemplated in the tax structure, two things happen: 1) inthe individual has less after-ta- x come in terms of real dollars than he had before, even though his gross income has increased at the same rate as inflation; and 2) the government collects more money, in real dollars as well as in nominal dollars, than was intended when the tax structure was approved. Lawmakers are not exemptions, allowable deductions, and the marginal income brackets to which progressive tax rates are applied are all stated in amounts, their value changes with inflation without the change being visible on the surface. When wages are adjusted for inflation, the wage earner is moved into a higher tax bracket, deductions while his and exemptions lose real value. As a result, income tax liability not only rises, but rises faster than was contemplated when the tax structure was approved.
