The agreement is part of a defense department program called Civilian-Militar- y Hospital Contingency System where civilian hospitals volunteer medical assistance during JUNE EXHIBITOR (Htondl program, hesaid. It is anticipated that the funds made available from the upcoming bond sale provide approximately 2,000 mortgage loans throughout the State and will give a boost tq the staggering housing construction industry. The program will utilize about $4.5 million of an appropriation provided by the State Legislature. The appropriation is a loan. said Burtenshaw, and w01 be totally repaid to the State. The program should also return more in tax revenues to the State within one year than it cost. Because of a requirement of the State appropriation, more than 85 percent of the $103 million will be used for homes to be newly constructed, and it is important that builders do not begin construction on any homes until after clearing it with their mortgage lender, according to Burtenshaw. The Utah Housing Finance Agency has been operational since 1977 and has sold nearly $400 million of its bonds and notes to provide funds for more than 10.000 units of housing throughout the State of Utah. The Agency is very proud of its said Burtenshaw, and we feel that we have provided a much needed service to the people of Utah. Due to recently passed federal legislation, an interested homebuyer could not have had an ownership interest in their principal residence for the past three years. There are also other qualifications which must be met in order for a buyer and home to be eligible for this program. The sales price of an existing home cannot exceed $48,870 and the maximum sales price of a new home, the construction of which begins after the bond sale is completed, is $65 ,000 . The residence purchased must be owner occupied and no portion of the property can be rented or used in a trade or business. The income of an eligible household must be below the maximums established by the Agency. The gross income of a one person household cannot exceed $31,500. a two person household cannot exceed $31,500 and the income for a three person household cannot exceed $33,500. The maximum income allowed increases by $500 for each additional household member over three. According to Burtenshaw, the Utah Housing Finance Agency does not to loans make the directly homebuyers. According to Rick Burtenshaw, the Agencys Executive Director, the funds will be used to make a recently developed type of mortgage loan known as a Growth Equity Mortgage (GEM). The monthly payment of a GEM loan begins as a normal 30 year loan. However, at the beginning of the second through the tenth years, the monthly payment increases by three percent of the amount of the previous years payment. The GEM mortgage is unique, Burtenshaw said, because the increase in the payment is applied to the outstanding principal balance of the loan instead of being used to pay additional interest. This provides the homeowner with two great advantages. First, the homeowners equity increases more rapidly and the loin is paid off in 15 years and 9 months, and second, the homeowner pays substantially less in interest over the life of the loan. According to Burtenshaw, the Agency feels that the GEM type mortgage loan is the most advantageous for the homebuyer of all the new kinds of mortgages. The Agency is very excited about the new will with print "Old Horn." Mrs. Dalton's senior art portfolio Is on exhibit through June 30 at the Braithwaite Fine Arts Gallery in Gallery.
