But na to who Is tho oldest living Confederate thero seems to bo no doubt, although that might seem to bo a question hard to determine. Col. Henry D. Capers, a brother ot Gen. Ellison Capers, now Episcopal Dlshop of South Carolina, is tho oldest old-est lhlng Confederate, nnd this Is shown by his commission. On Fob. 18, 1801, Jofferson Davla was inaugurated in-augurated a3 President pro torn., C. C. Mcmralnger, of South Carolina, wu commissioned Secretary of tho Treasury, Treas-ury, and Col. Capers Assistant Sccro-tary Sccro-tary of tho Treasury. Tho otner members mem-bers of tho Cabinet wero commissioned four days later. Tho commissions on Feb. 18 wero tho first Issued, nnd Col.
