Show RESOLUTION iPropoatne an Amendment to Sect! r Article 13 of the Confutation. Be it resolved and enacted by the Legislature of the State of Utah, two-thirds of all members thereof concurring therein: Section 1. The following proposition to smend the Constitution of the State of Utah i hereby submitted to the qualified electors of the State for their approval or disapproval, namely: That Section 9, Article IS. of the Ccnstltut.o of the State of Utah shall be amended to read s foliows: Soft. 3-. - The Legislature shall provide by law s uniform end equal rate of assessment and taxatie:Pon all property in the State, according; to its value in money, and shall prescribe by general law such regulations as shall secure a just valuation for taxation of all property, so that every person and corporation shall pay a , tax in proportion to the value of his, her or its property: PravUUd, that a deduction of debits from credits m;iy be authorized: Provided further, that the, property of the United Statr, of the State, counties, cities, towns, schrni , districts, muniripal corporations and publlo ' libraries, lots with the buildings thereon used exclusively for either religious worship or " charitable purposes, and places of burial no held or used for private or corporate benefit, shall be exempt from taxation. Ditches. ! canals, reservoirs, pipes and flumes owned and used by Individuals or corporations for irrigating irrigat-ing lands owned by such individuals or corporations corpora-tions or the individual members thereof, shall not be separately taxed so long as they shall be owned and used exclusively for such purpose. Provided further, that thf taxes of the indigent poor may be remitted or abated at such time and in such manner as may be provided by law. Sec. Z. The Secretary of State U hereby ordered to cause this proposition to be published pub-lished instleastone newspaper in every county ol the State where newspaper is published, 1 for two months immediately preceding the next general election. Sec. 3. This proposition shall be submitted to the electors of this State at the next general election, for their approval or disapproval. All official ballots used at such election shall have printed or written thereon the words, "For the Amendment to Section 3, Article 13, of the Constitution," Con-stitution," and "Against the Amendment t Section s. Article 13, of the Constitution," together to-gether with such other title designating suca amendment as may provided by law. Satd, ballots shall be received and said votes shall be taken, counted, oanvassed and returns thereof there-of be made in the same manner and in all re- I spects as Is provided by law in the case of tha 1 election of State oUcers. Sec. 4. This resolution shall take effect and be la force from and after its adaption.
