Show RESOLUTION Proposing Amendment to Section t una Sii of Article ' of the Constitution of the Stat of t'mh, Kelutinnr to Dlreot regulation by tlio People, Be It resolved and enacted by the Legislature of the State of Utah, two-thirds of all the members mem-bers elected to each house thereof oonourrlng therein: f Section 1. That section 1 of Article 8 of the Constitution of the State of Utah, be amended to readau follows: See. 1. The legislative power of the State shall be vested: 1. In a Senate and House of Representatives, which shall be designated the Legislature it the State of Utah. S. In the people of the State of Utah, as hereinafter stated: The legal voters, or such fractional part thereof, of the State of Utah as may be provided pro-vided by law, under such conditions and in suoh manner and within such time as may be provided pro-vided by law, may initiate any desired legislation legisla-tion and cause the same to be submitted to a vote of the people for approval or rejection, or may require any law passed by the Legislature (except those laws pussed by a two-thirdg rot of the members eleotod to each house of the Legislature) to be submitted to the voterg of the State berore such law shall take effect. See. t. Also that section 22, of Artlole I, ''! of the Constitution of the State of Utah b amended to read as follows: ' -A Seo. S3 The enacting clause of every law shall be, "Be It enacted by the Legislature at ' '' the State of Utah.'' Kxcept such laws as may 1 '' be passed by the vote of the electors as pro- ' ' vided in subdivision 2. section 1 of this artlole, and such lawB shall begin as follows: "Be li ' enacted by the people of the State of Utah." No bill or Joint Resolution shall be passed, except ex-cept with the assent of the majority of all the members eleoted to each house of the Leffisla- ture, and after it has been read three times. The vote upon the final passage of all bills shall be by yeas iind nays; and no law shall b revised or amended by reference to its title only, but the act as revised or section as amended, shall be re-enacted and published at ' length. ;y Seo. S. The Secretary of State Is hereby , ordered to cause this proposition to be pub- " lished In at least one newspaper In every . county of the State where a newspaper is published, pub-lished, for two months immediately preceding--the next general election. Seo. 4. This proposition shall be submitted sub-mitted to the electors of this State at the next general eleotion for their approval orrejeotion. The official ballots used at said eleotion shall have printed thereon. "Per the amendment to Sections 1 and it, Artlole 6. of the Constitution etc.," and, "Against the amendment to Seo-tlons Seo-tlons 1 aad S, Artiole 8, of he Constitution, etc,11 and such designation of title as may be provided by law.
