The vote of the city council forbidding anyone to swim in less than a pair of billowy bloomers and an blouse gave the city today its first bathing beach controversy. The Polar Bear club whose members swim in icy Lake Michigan every week of the winter appeared most affected by the restoration of the bathing suit laws of the nineties. The club has long been proud of its members, wore only briefest costumes In their Arctic dips. The startling action by the council came after Alderman T. J. O'Grady revealed what he called "a real crisis. Gentlemen, the Alderman said. "We must act at once. The city is without a bathing suit law and swimming in the nude today would be perfectly legal. On O Gradys suggestion the ancient code was temporarily. The situation came about when the council repealed all swimming ordinances in an effort to draft an effective one, thus leaving the city with no law at all on the subject. mid-wint- er Providence ! But in the branches of U. S. naval aviation there is one prize that goes each year tj the unit that has served its country with the best safety record in aeronautics. When President Hoover presented the Schiff Memorial Trophy to the members of the Naval Reserve Aviation Base at Floyd Bennett Field. N Y he made no mention of altitude or speed records, of parachute jumps or stunt flying. He said: The record of your base with 3441 hours of flying time without accident to personnel or material is an accomplishment well worthy of commendation. The Floyd Bennett Field squadrons, under command of Lieutenant Richard F. White-head- , who received the trophy, had won by building up the largest total of routine flving hours with the leat damage to men or planes. It was the first time since the award was established In 1926 that it has been won by a Naval Reserve unit. Participating in the ceremonv here, along with Secretary of the Navy Adams and Rear Admiral William A. Moffett, was William Schiff, a brother of the naval aviator.
