Show BUT Present SPECULATION STOCK EXCHANGE. Prlea of Ef heat Matt Vhm sarily Bo Short Li Tad and Where Will Wo Bo Then? Bust Slrlka with Vigor, er It is amazing to note how many highintelligent men take a purely su- perficial view of economic and business natters. In nothing haa this been more strik-Ingl- y manifested says the National than in the talk" of business men and trade journala about the "prosperity which it is claimed has o suddenly burst upon us. Not only 1b it assumed that we have prosperity" In a substantial form, but It haa come to stay. It is not strange that bull speculators on boards of trade and stock exchanges Indulge in such talk, for it Is their business to boom prices. But it is incomprehensible that grave, careful business men all over the country- deceived. Thousands and hundreds of thousands have lust their homes in consequence. Now, as a result of the misfortunes that have befallen other countries, they are getting somewhat better prices for their wheat, and possibly small fractional advances on other things, but if they imagine that they have struck substantial and lasting prosperity, they are making the mistake of their lives. If silver had not been demonetized, the crops of India, Argentine and Europe would have failed Just the same, hut the East Indian would have had more money with which to ward oft starvation, the European would have had more with which to buy our wheat, and the American farmer would have received more for his crops than be can possibly obtain under tbe gold standard. If he is now relieved to any extent, it should nerve and strengthen him to strike with more vigor for monetary reform. If we relax our efforts whenever a ray of sunshine crosses our pathway we shall put ourselves in the absurd position of the man whoRe roof was leaky, and who gave as a reason for not repairing it that when it stormed he could not, and when it was clear there was no need of any repairs. Under any monetary system there will he seasons of comparative prosThat is, times will not ba perity. quite so hard. If we do not take advantage of these seasons when the skies are comparatively clear, a littie later when the storms come again, and with renewed severity, we may find that we cant" like the man with a men whose business depends not upon mere spurts, but the maintenance of favorable conditions year after year the cry should take up and without looking below the surface to ascertain whether the alleged prosperity of today rests upon a solid basis. That there is a sharp spurt of speculation in Wall street no one will deny. That some mills and factories have resumed operations after a period of idleness will be readily admitted. That wheat has scored a substaatU.l advance in price is a recognize I fact, and that the prices of a few other staples have shown a slight tendency to rise may be conceded. But a spasm of speculation on the stock exchange does not constitute The starting of some prosperity. idle factories merely to replenish aocks exhausted by several years of business paralysis does not constitute A rise of wheat, resultprosperity. conditions in other famine from ing countries, does not constitute prosothperity. A small fractional rise of er breadstuffs either in sympathy with wheat, or as a result of speculation, does not constitute prosperity, and most surely a rise in the price of a manufactured product, as in the case of crockery, resulting from higher tariff, falls a long way short of prosperWhen stocks rise as the result ity. of excited speculation, there Is always a reaction to come, When mills resume merely to recerplenish exhausted stocks, they are tain to suspend again before very long unless the buying power of the people is Increased, When wheat rises In consequence of crop failures In other countries, it is an abnormal condition which in the very nature of things must be temporary. ; When the prices of other breadstuffs or rlBe either from the same cause must that a way, in speculative merely also be of a short duration, and when the prices of certain things are raised by the imposition of a higher tariff, it is a positive injury. While general business conditions are undoubtedly somewhat better than they were a few weeks or months ago, the condition of the wheat crop at heme and abroad is at the bare of everything substantial in the gain. If other cereals rise It will not be on account of their, scarcity, but because of the scarcity of wheat, Larger exports of wheat at higher prices will, of course, add to the purchasing power of the American people, check the exports of gold, and perhaps for a time turn the stream this way. To whatever extent our other exports advance the effect will be the same But, as before suggested, the small crops of other countries and the fair ones at home are the sole cause of this advance in prices and all the advantages which they bring. These advantages must necessarily be short lived. So long as other nations must be afflicted and actually are, we, of course, accept with a good grace any of the benefits which accrue to us. But as a matter of permanent and gpneral business, we cannot base our calculations upon such conditions, and a Christian people we should not wkh to do so. The chances are ten to r.ne that next year wheat crops of India, Argentine and Europe will at least be average, and under existing monetary conditions that means an export price of not more than CO or 0.1 cents per bushel for us, and probably even lower ratea. Every business man who Is now prosperity is here' shouting that should ponder thesp things well. Let him proceed carefully and make the inoat of his present opportunities, but let him not suppose for a moment that they can last. If he will but look around him he will see that no new flevelopments are In progress, and that there Is nothing to justify the belief that we have begun a new and continuing march of Industrial improvement. Least of all should the farmer be re-ec- ho f i I i HIE For years the gold standard has farced the prices of his products lower and lower, until absolute ruin AS ON THE has stared him in the face. The United States will da well to note the attitude of England and to take a hint for guidance Great Britain asks no odds of America, und will do nothing by way of courtesy. 11 gold is considered good for England and silver gned for India, then England will maintain her gold standard and India will resume the coinage ol silver. This country should manifest an equally Independent spirit. International bimetallism can never be secured by pleading. Its adoption must be made a necessity. While London newspapers are attacking the government for paltering with the bimetallic commission, the Standard confcssei that the scarcity ef currency in India since the mints closed has been a serious matter, but it says that a small committee of business men might U appointed to settle the question without reference to the wishes of America If silor other silver mine owners. ver," says the Standard, is the best currency for India, let her have it; but no rash decision ought to be takes without ample discussion."
