Francis, (D. Ogden) the legislature has spent two-thirds of its $30,000 appropriation and according to the senator there may be a de ficit of between $10,000 and $20,-000. $20,-000. Red-faced senators may join the deficit chorus of money-harassed money-harassed state departments. Sen. Bailey Passes The Senate paused for a silent tribute to the memory of Sen. J. Arthur Bailey who died Thursday Thurs-day without occupying his seat in the present senate. Industrial School A seven-man non-salaried board would be provided to head the administration of the State Industrial school if a bill (SB 225) introduced last week by Sen. Jolley and colleagues is made law. The bill would remove the institution from the supervision of the welfare commission and give its board of trustees power to elect a superintendent. Jolley's Bill Loses SB 50 designed to strengthen the law against prostitution sponsored by Sens. Jclley and Day was killed by a vote 7-15 after Sens. Gibson and Melich opposed it on the grounds that the measure was not needed because be-cause present law covered all sex offenses adequately. Vetoed In vetoing the Weber College bill, Gov. Lee termed it "crip pling expansion", and urged the legislators not to endanger the state's present high rating in the educational field. To date Weber supporters have not rallied enough votes to override the veto. Veto No. 2 Gov. Lee added further emphasis em-phasis to his economy program by vetoing a bill to appropriate $40,000 to meet a deficit of the Utah Symphony orchestra. -"Cer tain fundamental and essential functions of government must receive priority in the expenditure expendi-ture of our revenues," the governor's gov-ernor's message read, "the state must live within its income." The senate will consider action cn the veto during the week. Detention Districts Sen. B. Manning Jolley (R. Orem), long-time supporter for proper custody and care of delinquent de-linquent children, has introduced a bill (SB224) to make counties responsible for such children through creation of detention districts. The measure would also allow two or more counties to join in establishing a single detention district. Symphony Deficit Sen. Jolley supported the bill to appropriate $40,000 to pay off a deficit of the state symphony orchestra. The Orem senator made it known that there should be greater cooperation with oth er musical enterprises, such as the little symphony in Utah county. Favor Lifting Rent Curbs Eleven Senate Republicans, who number Sen. Jolley among their ranks, were joined by five Democrats to give final approval to the resolution urging Congress to abandon rent control.
