EDITORIAL Many of the points raised by Ralph Seibel when dis cussing community problems at Lions Club meeting Thurs day night are well worth repeating here. Mr. Seibel began his discussion by listing the assets of the community. He mentioned the natural and scenic resources, re-sources, existing public service facilities and community accommodations. ac-commodations. Among the 39 assets he listed was: "several persons with civic pride." When Mr. Seibel listed the needed improvements he listed 33 noteworthy projects. Leading his list was a sewer, street marking and house numbering, a banquet size dining place, elimination of flooding of streets with irrigation water, long range plan for covering canals, a new city hall, a sensible traffic control and safety code, and a fire inspector with authority to, remove hazards. We have considerable respect for Mr. Seibel's studied opinions because only a few years ago he objectively set out to pick a community in which to live and rear his family. . He chose American Fork, purchased a home, and has since been on the alert to carry his share of civic duties. When the whole list of assets is balanced against the needed civic improvements, from Mr. Seibel's viewpoint, it appears that a sound start has been made but the "several persons with civic pride" must be immediately reinforced with "more citizens who are civic minded" ur the effect will be that of having the proverbial boy do a man's work. , An exclusive franchise in a free enterprize economy can have immediate and far reaching effects. In return for its franchise a utility guarantees to provide its city or area continuous service at fair rates. The Mountain States Fuel company has the exclusive right to deliver and sell natural gas in this area. This week the Utilities commission granted, on the basis of company testimony that demands exceeded the ability to supply, an order to prohibit new connections for gas appliances after July 1 and for curtailing the supply to commercial and industrial in-dustrial users. A shortage of natural gas will seriously curtail the industrial in-dustrial expansion of American Fork and nearby areas. Drastic Dras-tic measures should be taken to insure an immediate supply of this fuel in order to preserve industrial expansion. If the Wyoming field cannot meet the hundred-fold increase, then the enormous field of the four corners county should be tapped tap-ped for the "benefit of Utah. Then again there are times when we catch all of the hard ones. March 18, 1949 was not an off-day for me in the United States Senate. I felt like the words in the song from OKLAHOMA "everything's coming my way." First, we reported re-ported out of the Committee on Labor and Public Welfare the Thomas-Taft Bill, which last year was the Taft-Thomas Bill, providing for Federal Aid to Edu cation. Second, we reported out the Child Health Bill. And third, we passed through the Senate my Science Foundation Bill. All of these bills received unanimous action. No wonder I rejoiced. My name has been on the Federal Aid to Education Bill' for fourteen four-teen years. We have reported it to the Senate three times. It passed the Senate once. The House has never acted. I have been working on the Science Foundation Bill since before 1944. We passed it through Congress in 1947 but the President vetoed it. People, generally, do not know what struggles antedate the beginnings be-ginnings of great things in America Amer-ica which today we take as commonplace. com-monplace. The act providing for the Land-Grant-Colleges, like the Utah Agriculture College, ran through a struggle of many years before it finally passed the Con-: gress. The bill was vetoed by President Buchanan because he said he found no sanction in the Constitution for the federal government's gov-ernment's support of education.
