WEST POINT Charley Brown might have had more luck as he waited for the Great Pumpkin, if hed located him-- ; self at Montgomerys Kiddie Kollege in West Point. There, some 300 carved and lighted jack o lanterns have sincerely grinned, grimaced, and gargoyled at trick or treaters each Halloween night for the past five years. Beverly Montgomery is of the preschool since its opening in 120-stude- nt 1968. She said carve-i- n the great pumpkin actually began as a community service project years ago when the Montgomerys noticed there really wasnt a lot for older children to do on Halloween, once they had passed the socially acceptable age for going door to door in search of candy hand-outIt was then that she and her husband Chester began their annual open house for neighbors, family members, and friends, who congregated at the nursery school facility each October to turn pumpkins fresh from the field of West Point into leering personalities. This year three Cub Scout s. troops, a young adult group, and several school groups, will join the 10 dozen 4 and who comprise the Kiddie Kollege student body, in efforts to create what has to be the most sincere pumpkin patch in northern Utah. Carving the pumpkins is one thing. But lighting them is a feat in itself, said Montgomery. Even with a full third of the jack O lanterns drawing their source of illumination from Utah Power and Light, by means of incandescent light bulbs, the remaining 200 must be hand lit. The entire process takes at least 20 minutes, even with 10 helpers lighting the candles-six-oufruit juice cans fitted with wicks and filled 2h full with five-year-ol- ds according to Richard Hunt, parks and recreation director for Layton. Hunt was praised by the City Council for his efforts to obtain federal grants through the Bureau of Outdoor Recreation. Over the past seven years he has applied for and received more than $1 million in grants from that department for Layton to use in the building of parks or the purchase of property for , parks. Those funds have been matched by Layton out of what Hunt called impact fees. Those monies are taken from the funds, generated by the fees charged for building permits in the city and not from general funds. This year a $50,000 grant from the Bureau of Outdoor recreation was matched by impact fee funds for the development of the East Layton Park. .
