The fire, which destroyed the roof of the building located at 60 N. Main, forced Roy Layton and Jeanne Layton to do some major remodeling in an ed style. The Laytons, who are brother and sister, were aided in the . - . re- construction of the facade of the building by a loan from the citys community development block grant funds. Dean Sanders, owner of the Kaysville Glass Company at 75 N. Main, appar--. ently liked what he saw and also applied for a loan. Construction on the facade of his building is underway. Using drawings prepared from photographs collected by the Utah Historical Society, the downtown business buildings have been drawn on blueprints as they appeared at the turn of the 20th century. The historical society sponsors an intern program where college students contract for a small fee to redesign buildings for interested cities. , Rather than hire a more expensive architect to do the job, f7 Midvale City, have opted for this step. University of Utah student Debra Tholen, an interior design and architecture major, was one of two students who worked on the Kaysville drawings. We used old photographs of the buildings to try to get as close to the old design as possible, she said. But we didnt do a true restoration in some cases. It wouldnt be economically feasible to modify everything. Ms. Tholen said the paint colors recommended in their plans are authentic time period colors, provided for that era from old s pamphlets. The redevelopment agency was formed in late 1980 to check an eroding downtown area. Competition from the nearby mall had hurt downtown businesses and aging structures were losing tenants. The agency applied for, and received Federal Community Development Block Grant funds, which are available as a loan to interested businesses. N A business may now borrow $25,000 at 5 percent interest over 8 years. Redevelopment Agency President John Thacker, who is also Kaysville city manager, said the city could possibly Sherman-William- ' apply tax increment money raised on new business development, toward the project. He says while the downtown area doesn't get a lot of traffic and is not a high volume retail district, the specialty shops there do well commercially. Thacker said the project is mostly up to the owners initiative. He said after the businesses on North Main are completed, the city would redesign the sidewalk, streetlights and sidewalk furniture to match the turn of the century atmosphere. Building owner Alan Scoffield, who rents space to Clytie Adams Dance Studio, Ursulas Hair Fashions and Monts Relic Junk-tiois not sure if he will opt for ' the program. I dont know if it would help us a lot, he said. Im not sure our tenants would stay if we had to raise our rent to pay for the costs. Scoffield said the project could make each business too smilar in design and make it hard to distinguish one building' from another. Joe Cuculich, owner of the Kaysville Cinema Center at 21 N. Main, said he will opt for the redesign eventually, and hopes it will bring back business to the city.
