September 1 0, 1 Board praises efforts of landfill employees FARMINGTON - The Davis County waste management district administrative board wanted to let everyone know there wasnt anything trashy in the way the new landfill cell was constructed. ; The board passed a resolution praising the significant contribution of 1 1 district employees who took part in construction and continue with daily operation of the Davis County Landfill on State Road 193 in Layton. The 18.9-acr$1.5 million phase of the landfills last cell was completed and dedicated in July. e, Those receiving kudos from the board for then- - contributions to the district and then communities were Landfill Foreman Joel Armer, Sheryl Rasmussen, Don Edwards, Michael lid wards, Victor Fuhriman, Richard Obrey, Dirk Rash, Kevin Stickler, James Taylor, Marry Warren and Ran-deParker. rs Also receiving a standing ovation and round of applause was Director Jack Schmidt. Craft workshops offered - The Craf-ter-s Boutique is offering weekly workshop classes in doll houses and miniatures beginning Saturday. The proposed amortization ordinance will establish a process whereby a use business will be phased out over a specified period of time. This allows for a business to continue its operations rather than being shut down entirely during the process of relocating itself into a zone the city deems acceptable for businesses. The citys zoning ordinance was adopted in 1973, several years prior to the inception of Nix Construction and other businesses that arent located in commercial zones. South Webers zoning ordinance does not allow businesses to operate within a residential-suburba- n zone, nor does it allow residences to be located in a commercial zone except for single family dwellings when in the same structure as the business or commercial use and when occupied by the or employee employed on the premises. The problem faced by the city council, then, is that there are a number of existing businesses currently operating in residential zones. Council member Bob Flinders, who was serving on South Webers planning commission a year ago, reminded the council members that last December the planning commission recommended granting Nix Construction a conditional use permit. At that time, the planning commission recommended that the city council give the Claude Nix Construction Company a conditional use permit so it could continue to do business at its current location for several more years. The construction company, which is located at 1458 E. South Weber Drive, sits in a or zone n where businesses are neither a permitted use nor a permissible conditional use. But for nearly two decades Claude Nix has been running a construction business from that location, and over the years, the business has grown. Nixs residential neighbors have voiced the opinion that he has no right to expand his business under the business license he was granted by the city years ago. The South Weber planning commissions recommendation for a conditional use permit had office and allowed for an equipment storage, if the Nix Construction Company met certain conditions. The planning commission had also specified that the conditional use permit would be issued for a maximum of seven years. The approach originally recommended by the planning commission was nixed by the city council. Council members felt that too many conditions would be needed and at that time they decided to invoke the amortization process on Nix Construction. However, an amortization ordinance still needs to be drafted before the city can officially invoke it.
