If the plant is not built, the board njust fund the improvements. Board Secretary Boyd C. Whitesides cautioned board members not to underestimate NARDs ability to finance the project. He said the board has raised fees conservatively over the past two years, managed its money well and could finance the $2 million of improvements in phases by raising those fees. We could even do it without incurring debt, said. Whitesides The board also discussed making the improvements with present employees and Job Corps students doing the labor. Packer said if the board decided to do that, it was important that an advisory engineer be hired to ensure the work is done as outlined by the Emcom study. Board members also expressed concern over cities outside the county using the landfill, as well as dumping landfill. The garbage in the. ty waste would be a bonus, Packer said, because it would help keep; the plant running at capacity. The waste dumped at the' NARD site would be a wham-- ! my, according to Packer, be-- : cause it would not be financially; beneficial to the county.
