Show Former Military Property bUKViiuv Review Correspondent LAYTON Layton City will dedicate the second and final phase of the Layton Park Common, adjacent to City Hall, on Saturday at 12:30 p.m., bringing to an end the old Verdeland Park memories for countless Layton residents, but adding a beautiful park to the city center for many future generations to enjoy. The multi-acr- e site has undergone many changes in the last 40 years, beginning with its selection by the Air Force during World War II as an area for military housing to accomodate e. families stationed at Hill Air Force-BasAt that time, nearly 400 single , and multiple family dwellings were built. After the war, hundreds of young families rented the homes as the economy prospered near Layton with employment at the base and at the Naval Supply Depot in Clearfield. Many of those families who had come from other areas of Utah and out of state decided to make Layton a permanent home and eventually moved to other areas in Layton as new homes were built and the city grew. In the late 1950s the city bought the development from the government and rented out the units. After a few years the city decided to either sell the A roof buildings or raze them. Some were sold to be relocated out of Davis County, some became remodeled mountain cabins, and many were torn down and hauled away for scrap. Young men from the Job Corps helped the city by taking down 80 of the units and by 1974, most of the homes were gone. Those remaining were used as offices by various city departments or by groups such as the Layton Jaycees. The old administration building, which housed offices for the Air Force at Verdeland Park, was remodeled and expanded and now serves as Layton City Hall and the police station. In 1974, Ross Elliot, then of the Bureau of Outdoor Recreation, and Jay Starkey, who was organizer and administrator of the parks department project, worked together to get matching federal funds to begin phase one of the park. .By that time, Layton High had been built, and the swimming pool had been in use for some time. Phase one included the area north of the high school and east of the pool area. The Jaycees had built Wendall Snow ball park which gave Layton residents a moderatesized recreation area including a playground for children and picnic areas. The area to the west and south of the city offices is considered phase two and isCthe home of the Heritage Museum. In order to develop that land, a large swamp ground had to be cleared and drained manually and as it dried out, heavy equipment was used to clear it further and to build dams. Large trees planted when the servicemen and civil service families first moved to Layton now dot the rolling landscape and sidewalks lead to the stream which flows through the bottom of the park. Additional trees, numbering 276, have been planted along with 1,068 shrubs, 5,500 vines and ground cover plants and 15,600 assorted perennials have been used along the paths and in rock gardens. Some 160 loads of rock were hauled and 900 loads of soil were moved in the two years of construction. The city has spent $175,000 and the Bureau of Outdoor Recreation matched ' that amount. Because the city was able to do much of the work itself, enough money was saved to install restrooms and a bowery which had not been included in the original plans and allotments. It is estimated that the city provided 70 percent of the labor at a large cost The CETA program also savings. helped by providing not only manpower but seeveral pieces of equipment needed to construct the park Several local citizens will receive awards for their efforts in the completion of the project at the dedication Saturday.
