Show Large Zone Change OK'd: East Layton n . LAYTON The Layton City Council approved zoning for 1,485 acres last Thursday probably the largest single zone change ever approved by the city in a single action. The area is the former city of East Layton, which was annexed by Layton in January and zoned temporarily A-- l, an agricultural zone, until Laytons planning and zoning staff could study the area and recommend permanent zones. Scott Carter, Layton city planner, proposed that the council adopt a new residential zone, the Rl-- 9 zone which would be identical to a zone formerly used in East Layton. That zone would allow ' lots with frontages. Those areas zoned Rl-- 9 under the former East Layton zoning ordinance would remain in that zone and those areas would be enlarged to eliminate some strips, Carter said. Also, Carter said his proposal would put all property north of Cherry Lane, east of U.S. 89 and the undeveloped areas south of Rainbow Drive and along the proposed Rainbow Drive extension under the t Layton hillside ordinance. The hillside ordinance requires development in those areas to undergo safety studies in regard to flood and earthquake hazards before approval for building can be given by the city. Areas already developed would be exempt from meeting those requirements Property designed by East Layton ordinances as unbuildable because of terrain and soil conditions will remain in an agricultural zone, the lowest density zone under Layton codes. Carters recommendation included putting all commercially zoned property in East Layton into a CP zone, which requires all development plans to have approval of the city planning commission and City Council. The council approved the addition of the Rl-- 9 zone to the Layton zoning ordinance and approved the zone changes for the area. Also included in the action was a motion lifting a moratorium on building in the East Layton area which was imposed at the time of annexation. ot 80-fo- ot Layton Opposes Sales Tax Shift Plonty of FREE Storosido Parking I PANELING PLANKS LAYTON Layton City opposes legislation which would shift support for the state school system from property taxes to sales tax revenue, even though the city would experience a reduction in taxes the irst year under such a shift. City Attorney Bruce Barton told the City Council and the Layton Chamber of Commerce last Thursday that Layton residents would realize a reduction in the property tax mill levy if the legislation proposed by Rep. Lorin Pace were approved. The Utah House passed the bills, which would levy a statewide sales tax to support public schools and would eliminate the existing property tax now used for that purpose. A companion bill, also passed, would repeal the optional sales tax imposed by local governments. Those governments would have to raise their own property taxes to recoup lost revenues or depend on increases in property values for needed tax revenue. reduction Barton said Layton would realize a the first year, but said he was concerned about the future for tax revenues if the bills were passed. He said the sales tax is automatically affected by inflation, with revenues increasing when prices go up. But that wont happen to property taxes, he said. He said he doubted whether county assessors, who are elected officials, would be likely to property each year to keep up with inflation.
