While these organizations were putting enormous effort toward Peace Pharaoh, they were also working the Pacer Dot project that involved the closure of Tainan Air Base, Taiwan and relocation of the F-- 4 programmed depot maintenance facility there to Kim Hae, Republic of Korea. Pacer Dot was another compressed time schedule project. ' When the United States normalized diplomatic relations with the Peoples Republic of China in September 1978, presidential directivgjJr-dere- d the Taiwan facility closed. Department of Defense personnel were to be withdrawn by April 30, Carters peace initiatives in the Middle East, Peace Pharaoh, called for the U.S. to sell 35 Phantom aircraft and support equipment to the Egyptian Air Force. Pacer Dot involved the closure of a U.S. Air Force F-- 4 . maintenance facility in Taiwan- - and the simultaneous relocation of that facility to South Korea. Hills Directorate of Materiel Management devised all the logistics planning for engineering and technical direction and providing equipment in both projects. . Beginning the project in August 1979, the Ogden Air Logistics Center Directorate of Contracting and Manufacturing procured 269 line items of civil engineering materials in just 25 days, at a cost of $120,000. This procurement was complicated when no one supplier could satisfy the needed quantity within the required compressed delivery schedule, so that three or four contracts were needed when normally one would have been sufficient. Three more contracts to one company were necessary to procure a flight simulator, modify it to fit the Egyptian needs and guarantee two years of maintenance support. These contract negotiations were accomplished in a. matter of months at a cost of $11.8 million when production lead time at normally a two- - to thpee-yea- r a cost in excess of $12 million is required. Hflls Directorate of Maintenance prepared 13 of the 35 aircraft for sale to the Egyptian Air Force, completing normal programmed depot maintenance on each aircraft, installing numerous modifcations, painting each bird and applying the Egyptian Air Force markings. The maintenance organization also repaired much of the support equipment when precision measurement items and aerospace ground equipment arrived at Hill for shipment overseas with missing parts, broken gauges and in general unserviceable condition. George Talbot, apparently upset over an incident that occurred when he was going to repair his culinary water lines, again voiced his opinion that the range is unsafe. He said money is being spent to make the shooters comfortable and not on trying to make the range any safer. He said he feels the range is a hazard to anyone using trails and roads located near the range and he is afraid someone is going to be hurt. Talbot apparently had a confrontation with the people operating the range and scheduled the appointment with the Davis County Commission to discuss this new concern after that incident. The incident which lead to his appearance at the in commission had apparently involved a mix-u- p communications. Talbot said he had called the Sheriffs office and informed them of his intent to fix his water lines located behind the range. ; He had requested that the range be shut down so it would be safe to go up there. ".Sheriff Brant Johnson, also in attendance at the Davis Com ty commission meeting, said that the officer who had received the message did not follow through with notifying the jstople operating the range. He told Talbot that everyone involved needs to start working together to try and get along. LaDean Sorenson, spokeswoman for the range, said Talbot had not notified them of his intentions to work on the water lines and they had people scheduled to hold a two-hoturkey shoot. She said the people had to cancel their turkey shoot at the last minute after having made reservations six weeks in advance because of Talbot. Talbot asked how he was going to be able to maintain his water lines if he couldnt shut the range down to do so. He then switched back to his primary concern that the range is unsafe to operate. Sheriff Johnson said that it was time to start worrying about solving the problems together. Weve hashed these issues so many times. Weve made the decision to have the range, now lets work toward working things out. He asked Talbot to give the people operating the range some direction toward what to do. Dean R. Jeffs, accompanying Talbot, then raised the question, How would you like someone shooting in your back yard seven days a week? .Talbot also cited a letter from the Forest Service that indicated there may be some safety hazards for individuals on forest land located above the range. According to the letter, which Commissioner Morris Swapp read, the Forest Services concern was with the possibility of someone coming upon the range unexpectedly and discussed the use of signs warning of the ranges location. ' Commissioner Swapp said, I think all we can do is cooperate the best way we can.
