Show Page 4A, Lakeside Review, February 26, 1981 New Ordinance in Roy Will ert Homes Residents who wish to have a courtyard at ROY their homes may now legally construct such an addition. The Roy City Council Tuesday unanimously approved an ordinance which allows a open courtyard in all of the citys residential zones. There was little discussion on the issue during the public hearing held on the ordinance and no input was given by any of the citys residents. In other business, the council approved a proposal from Roy High School teacher Gary Young and several students to allow the school the use of the holding pond located on 4800 South near the railroad tracks for a project study area. Young told the council the area would be used for biology classes to obtain samples and study the life forms of the area. He said, however, the current usage of the land would no longer be possible with their proposed project. Previously it has been used as a grazing area for sheep. , The council tentatively approved the measure but wanted to check into the possibility that the grazing rights to the pond area had been maintained by a previous owner. The council also approved the issuance of a beer handlers permit to Epi Chevez. He had previously appeared before the council and a decision has been March 9. After many years of baking their own cookies, in the fall of 1933 the Girl Scouts had another idea. Armed with recipes furnished by two Girl $cout volunteer adults, the commissioner of a large metropolitan council approached the president of a local baking company and succeeded in getting the bakery to bake and in vanilla package Girl Scout cookies the shape of the Girl Scout insignia, the trefoil. Today, the Utah Girl Scout Council is carrying on the tradition of a cookie sale, which is still the main fund-raisfor the Girl Scouts. The cookies cost $1.50 a box. Jcr0tio'n Residents of Layton will soon have an opportunity to let city officials know whether they would like to see a community civic and Recreation center built in their city. Richard Hunt of the city parks and Recreation commission received City Council endorsement last Thursday for the distribution of a questionnaire concerning the possible construction of a recreation center. 2 LAYTON . Akerlow said that, since the time of that letter, not only has the company stopped working on the project he said a man in his office has tried to contact the Roy officials and has been unable to talk with Dutson. He also said the calls have not been members, contributors, volunteer workers, and Input require substantial fees for use of a building to finance replacement costs according to inflation, not just maintenance expenses. The questionnaire proposed to the council asks Would you like to see the city of Layton build a community recreation center? and Would you support a bond election to pay for the construction of a recreation center?- It indicates that a $3 million to $5 million bond election, if passed, would add about $30 to $50 per year to the tax levy on an $80,000 home. The council unanimously approved d the rezoning of about acre at 557 E. Gentile to a CP3, or planned commercial zone from a residential one-thir- zone. The new zone was requested by Glenn Ravenburg who plans to locate a surveying office at the site. - The council approved a planned residential unit development (PRUD) overlay for 51 acres at about 2600 North 1200 West which is zoned RIB. The overlay does not change the zone, but allows the developer some flexibility in lot sizes, setback requirements and other standard zone requirements to achieve more open space! Gary Wright of Ivory and Company, developers of the property, said 7.3 acres of the property will be given to the city for use as a city park and another 3 acres has been set aside as a possible future site of an LDS church building. Wright said the development will include only single family homes, with an average of 4.2 per acre. He said the lots would carry protective covenantes stipulating that each home must be at least 909 square feet and must have a garage. He said each home built in the area will also have to be approved by an architectural control committee. But before we tell you about the new Payne furnaces, we'd like to discuss some types of people you encounter in homes that are ready for a new furnace system or have an improperly designed system. Let's call them "hotheads" and "coldfeets." Hotheads suffer from a heating distribution system that provides two much heat at times because the furnace itself is actually too large for the home. Or, improperly placed registers don't permit heat to reach areas where warmth is needed. As a consequence, because heat naturally rises, alayer of warmth forms in the upper half of a room. Anyone standing up feels warmth in the upper half of the room, but an inadequate supply of heat in the lower half. -' The solution for hotheads is a Payne furnace installed by r. With proper sizing of the Payne system of furnace, ductwork, and registers, just the right amount of heat is supplied to give a warm, toasty heat that eliminates those pools of hot air that settle under ceilings, too . Coldfeets suffer from a similar problem, which originates from a furnace that is too small and can't provide enough heat; or, from a distribution system that is improperly designed and will not allow heat to reach every room properly. Ductwork moy also be undersized,' and not enough heat can be "squeezed" through to every room. In this situation, the heat also rises and forms a cold layer of air in the lower half of the room. is The solution for coldfeets is much the same. Again the answer proper sizing. We recommend the Payne furnace because it is well known for its ability to give an even flow of heat that does away with hot and cold pools of air in rooms and helps eliminate drafts. Payne's modern compact design will also permit you to free needed space in your basement area that can be converted into an extra room that can be used as a recreation room, hobby shop, sewing room or extra bedroom. Payne's construction also features trouble-fre- e burners and rugged construction to give a world of warhnth with less fuel. 5?. ENERGY SAVINGS MYIACI a free estimata coil: 773-69C- 0 s. The decision had been postponed because the citys ordinance states that a person cannot receive a permit if he has been convicted of driving under the influence of alcohol within a five-yeperiod previous to the issuance of the permit. Chevez had been charged with driving under the influence in November 1980 and the council had postponed action to determine their ability to issue a license in his case. City Attorney Roger Dutson told councilmen they could go ahead and make a decision since in the ordinance it is stated that the council has absolute control over liquor sales in the city. The council also approved the purchase of two new cars for the police department and three, hand held radios for the department. Call Scott : Ft.
