' 'Budget Call' Gives Signal io Determine Finances Needed for future Operation Early each fiscal year many people at government installations become acutely aware that doesn't grow on trees. This awareness results from a piece of paper referred to as a "Budget Call." The task of complying with a "Budget Call" involves preparation of a statement of the finances required to accomplish mission operations. There is no other way to get money. Many feel that the "Budget Call" is a local product devised solely by the installation budget officer. Budgeting is a function. Responsibility is assigned to the Comptroller with specific assignment to the budget of fleer and his organization. Like other functions, it is carried out under the direction of the commander. It is guided by a set of tech nical rules or standards which have been developed through the technical channels of all higher echelons. , The installation budget officer issues the "call" in the name of the commander. It is incumbent upon all organizations to submit their projected requirements. The Budget Officer's authority to ask for projected financial re quirements, including a narrative justification, does not presume to dictate computation methods or programming. The details required by the call" will be dictated by several things: (1) What the Hq. USAFAFLC Call requires to be submitted. (2) What the Budget Officer and Comptroller will need in order to review, present, and recommend. (3) What the in stallation Budget Review Committee and commander will need in order to properly evaluate the estimates.
