Show CZAR REMAINS MASTER. Refuses to Sign Naval Bill and Orders Or-ders Cabinet to Remain in Office. St. Petersburg. A solution of the cabinet crisis whereby Premier Stolypin and his colleagues in the cabinet will retain their posts was arranged at a conference between the premier and the emperor, which continued until 1 o'clock, Monday morning M. Stolypin returned to St. Petersburg Peters-burg from Tsarko-Selo an hour later, bringing the text of an Imperial rescript, re-script, expressing the emperor's confidence con-fidence in the ministers and explaining explain-ing the moves leading to the rejection rejec-tion of the naval staff bill. The crisis was solved in a manner peculiarly Russian. The emperor refused re-fused to sign the bill providing tor a naval staff, because he considered it an invasion of his prerogatives. He declined also to accept the resignations resigna-tions of the cabinet, and ordered the ministers ' to remam at their posts. The latter, after reiterating their representations rep-resentations of the Impossibility of rendering useful services under these conditons, decided that their duty, according to Russian precedents, prece-dents, was to continue in their political polit-ical offices. |
