The following regulation has been approved by the secretary of agricul tu re and is new in effeot : Whenever any livestock association whose membership includes a major ity of the owners of any class of live stock using a forest reserve, or portion thereof, shall uppoint a committee for such purpose, an agreement nu the part o! which committee shall be btui-inupon the association, such committee upon application to the forester may be recognised as an advisory board for the association, and shall then be entitled to receive notice - of proposed action and have an opportunity to be heard by the local forest officer in reference to increase or decrease in the number of stock to be allowed for any year, division of the range between different classes o( stock or its owners, or the adoption of speoial rules to meet local g Rolled. 19, MAY 25, 1900. Live stock associations desiring to take advantage of this regulation must file an application with the forester, giving the name of all metn bars of the association, the name of the forest reserve or reserves io which its members are interested, and the names of the committeemen who are to act for the association. The com tnittee must not consist of more than five members, and a majority of the committee shall constitute a quorum. The application must be led by a copy of the constitution and of the association, and statement that the action of the com mittee will be binding upon the association.
