Show Panguitch City Council Meets PANGUITCH - Panguitch Mayor Janet Oldham, along with City Manager Allen Henrie, City Recorder Cindy Johnson, and council members Denny Orton, J. Arthur Cooper, Leland Pollock and John Orton were present at the meeting on Tuesday evening, Sept. 14 of the Panguitch City Council. Randy Hatch was absent. Also present was Attorney Wallace A. Lee. Opening Ceremony The opening ceremony was conducted by Denny Orton. Adoption of the Agenda A motion was made and passed all in favor to adopt the agenda as outlined. Upcoming Meeting There was a Main Street meeting scheduled in Richfield on Oct. 7 and 8. Panguitch Main Street was sending two representatives from their organization. The city council wanted to have Art Cooper attend also. The cost of the conference con-ference is $125. A motion was made and passed all in favor to approve attendance by Art Cooper at this conference. Eagle Scout Project -Colin Smith Colin Smith was in attendance atten-dance accompanied by fellow scouts and leaders, to present and get approval for his Eagle Scout project. He would like to remove the existing fire pit at the fairgrounds to a more suitable suit-able location. The are behind the fair building would be a real good place to relocate the pit. It is out of the way and would be much safer. Colin is going to (See MINUTES on page 6A) Panguitch City Minutes From Front Page contact Dennis Davis for some advice as to how this should be done. The city is in favor of this project and had discussed moving mov-ing that pit for some time. A motion was made and passed' all in favor to support this project. BaseballSoftball -Greg Excell Excell was not in attendance so there was no discussion on this item. Harley Davidson -Randy Sparrow Randy Sparrow was in attendance atten-dance to present a plaque of appreciation to Panguitch City for the HOG Festival. He also thanked the community for the hospitality that was shown to the riders. Sparrow reported how successful and fun this event was for their group and that they would like to come again. Sparrow asked if there were any problems pertaining to the HOG rally? It is probable that the city may get this rally every two year. Mayor Oldham thanked the group for coming and stated that the city would love to host this festival again. It was a great impact on the community and area around us. Industrial Park - Economic Development Mayor Oldham and City Manager Allen K. Henrie met with a Utah Power and Light economic development professional profes-sional to see if there was something some-thing we could do to encourage development in the community. Overtime - Employees and Social Hall Allen K. Henrie reported on some information he learned in a meeting with Utah Local Government Trust regarding overtime. Allen prepared some information infor-mation regarding what he learned in the meeting and shared it with the council. Overtime Policy 1. Follow Panguitch City Policies and Procedures Manual 2. Overtime given to all employees. (Maintenance crew earn time and a half for overtime, over-time, however, the office staff has never been given time and a half for their overtime hours worked.) 3. No overtime allowed for "convenience." Overtime allowed for city emergencies, required meetings, special events, etc. Overtime to be , approved by Mayor or City Manager. 4. Overtime based on a 40-hour 40-hour week. 5. Social Hall - a) Hire someone some-one to open Social Hall three hours per night with exception for major activities, b) Or, require employee to watch Social Hall and take time off during the week, c) Or, close the Social Hall. 6. City Manager - The city manager serves at the will of the city council. Most city managers man-agers are exempt employees. As there was no direction when I (Allen) started with the city I (Allen) have always kept track of my vacation, sick leave, comp time, etc. I (Allen) have never taken time and a half for comp time accrued. For your information I (Allen) currently have 254 hours of vacation, 544 hours of sick leave and 31 hours of comp time accrued. Suggestions were made as to how to handle this overtime issue. A question was asked regarding office hours and it was wondered if they should be changed. Denny Orton would like to hold a workshop to discuss dis-cuss overtime pay. Balloon Festival Steve and Janine Fellows have resigned from doing the balloon festival. The Main Street Committee feels they can hold this festival just fine. Main Street Manager Jess Johnson hopes to have the city and Main Street Committee work together to make this work. Mayor Oldham expressed her sincere thanks to the Main Street Program and those who make all of the events happen. Advertising -Motel Book A gentleman has approached Allen Henrie regarding an information infor-mation booklet for all of the motels to place in their rooms. The cost of the book is $400 per year and the county would pay half. This is an excellent way to get information out to the tourists staying in the area. A motion was made and passed all in favor to advertise in this motel book with information about Main Street events and the Color Country Complex. Volunteer Dinner The city would like to have a dinner for all of the volunteers in the community. The dinner is to thank everyone who donates their time to make all of the events in the community such a great success. The city wants to thank anyone for any type of donation they make to make things happen. A motion was made and passed all in favor for a dinner at 6 p.m. on Nov. 10. at the county fair building. Old Fire Station -Planning & Zoning Report Allen Henrie reported on the Planning and Zoning meeting that was held to discuss the Old Fire Station and how much it appraised for. The appraisal came in at $148,000 which includes the old ambulance bay, fire truck bay, city shop and meeting room. The planning and zoning board recommends that the city keep the old fire station at the present time and support Ryan Orton's proposal for the business busi-ness endeavors. However, -the planning commission feels this is not a suitable location for this type of business on Main street and encouraged the city to help him find a different location. Mayor Oldham would like to call Ryan Orton and discuss other options and let him know that the city wants to do all we can to help him bring this business busi-ness into our community. City Manager Allen K. Henrie will call Ryan Orton and discuss other possible locations that may work for him. Business Licenses MAKE IT A MEMORY -Mandy Soper - Wedding Rentals - Mandy has requested a business busi-ness license for wedding rentals, backdrops, table cloths and resale wedding items. A motion was passed all in favor to grant a business license for "Make It a Memory." They must adhere to all local and state requirements. WAYNE & DWAYNE CONTRACTING CON-TRACTING - Wayne and Dwayne Sawyer have applied for a business license to do contracting con-tracting work. The name of the company will be Big S Construction. The also must adhere, to all state and local requirements. Multi Purpose Events Center The Monster Truck Show on Saturday night had a good crowd in attendance. They lost money, but they put on a really good show that everyone seemed to enjoy. The cost of the show was $10,000 plus advertising. advertis-ing. Sponsorship money taken in for the event was $1,700 plus gate sales and concessions. There was good attendance from all over the county. The gentleman who was -in charge of the Demolition Derby during the county fair and the Monster Truck Show held in June would like to come back net year. The city would really like him to come back. He did a wonderful job on both events. Department Reports Broken Windshields - A citizen citi-zen in town got his windshield broken from the chips on the city streets. It seems there are a lot of extra chips on some of the roads. Social Hall - Marshall's Heating and Air Conditioning donated some air conditioners for the Social Hall. The city is really grateful for the needed donations. Roads - Allen Henrie reported report-ed on the chip seal being done on the city streets. We were able to do all the streets. Airport Bid Opening - A bid was received regarding tearing down or relocating the existing hangars at the airport. This would cost approximately $19,000. IHC - Panguitch City was given a physical fitness award on Sept. 21. Council member Art Cooper was able to attend to accept this award. Water Meters - The city is going to read the meters one more time unless we get a heat wave. Secondary Water - We need to provide information regarding regard-ing how the secondary water is distributedallocated - to the farmers vs homes in our next newsletter. Arena Lights - Someone continues con-tinues to turn on the outdoor arena lights. This costs the city a lot of money due to the demand charge. The maintenance mainte-nance crew will do something to eliminate this problem. Annexation - The city needs to continue working on annexation annexa-tion areas around the city. Motel Problem - The city has received several complaints regarding a motel in town that is quoting a price over the phone and raising the cost when the customer checks in. A suggestion sugges-tion Was made to turn in the motel to Triple A. Attorney Lee is looking into this. Scott Christensen will contact Randy Sparrow, the HOG Rally organizer organ-izer to see if anyone in his group kept their receipt when they stayed at the motel in question. Triple C - Garfield County will be paving and landscaping at the Events Center. They would like to begin this project as soon as possible.
