Show Panguitch City Council Meets PANGUITCH The Panguitch Pan-guitch City Council meet in regular session Aug. 22. Present were Mayor Jon Lee Torgerson and Council Members Denny Orton, Mack Oetting, Janet Oldham, Greg Payne and Rick Swanger. Also present were City Manager Allen Henrie, City Recorder Cindy Johnson and City Attorney Wallace Lee. City League Meetings The council agreed by motion and unanimous approval to approve attendance (Sept. 13 -16 in Salt (See COUNCIL on page 7-A) COUNCIL From Front Page Lake City) at Utah League of Cities and Towns meetings for city officials at the rate of $250 a day with the city paying registration and motel rooms. Henrie and Oldham were scheduled sched-uled to attend the Rural Summit Sept. 6-8 in Cedar City. Public Hearing Affordable' Housing Plan Mayor Torgerson welcomed Robert Hugie and opened the hearing at 7:10 p.m. In addition to the council and city employees, those attending the hearing were Marjorie Davies, Sal Luca and an unidentified lady. Henrie reported that the planning plan-ning commission had met to review the affordable housing plan and found it favorable. Hugie explained his simplified plan, said that it was general in nature and recommend looking at affordable housing. The mayor found it impressive and commended Hugie. Attorney Lee had drafted a. resolution adopting the plan, and with no objections from those attending the hearing, the plan was passed by unanimous vote. Mower Bids The council by motion tabled the mower bid agenda item until Henrie could obtain more information, informa-tion, Sewer Line Bids Howard construction was the only bidder on the sewer line extension. Henrie requested a revised re-vised bid that included by-the-foot calculations. Clark Howard bid the line at $5.85 a foot with two manholes and three laterals at 200 South 300 West going 775 feet West of this point at $4,680. The council by motion and unanimous vote accepted the Howard Construe-. tion bid. Caselle With the government software program Caselle changing from DOS to windows the city has a year and a half to change to convert. At that time, Caselle will offer no further support. The company had submitted a bid of $7,450 a year ago and will honor it if an immediate decision is made At the time of conversion, a couple of new computers will be needed. However, How-ever, the figure was not included in the budget year. The office staff is currently satisfied with DOS but will need to convert. The Utah-based firm has been -' reliable and the staff does not want to change to new software. Caselle is concerned that all users will want to change at once at the deadline, creating a problem. Converting at the present time would mean that funds wool have to be taken from surplus to pay for the upgrade. The council asked Henrie . to check with Mountain West to see if the city's current computers would handle the upgrade. Henrie would also check with Caselle at the Utah League of Cities and Towns conference. con-ference. Secondary Water Shutoff - Henrie and Orton attended West Panguitch Irrigation Company meeting on Aug. 21. Discussion related to when to shut off the water to the town. The lake water was to be shut off on Sept. 15. West Panguitch Irrigation is going to research further into a way to control wasting of water. This year Panguitch Lake was very full, but because of the drought, it is now very low. They said that even if the area receives a lot of water throughout the fall and winter months, there will be no full lake next year. Grand Circle Membership Dues The council by motion and by unanimous vote approved continued membership at $400 annual fee. Grand Circle is an organization which promotes the four corners states and includes the Color Country area. Membership also includes in-cludes promotion in its book. Panguitch Pan-guitch has been a member for five years. Youth Court Youth Court, a program involving invol-ving Stan Foy, Leslie Chamberlain, Chamber-lain, Shelly Benson and Joan Norton, sought city support for the application, formation, training, facilities, etc. The four were not seeking financial support. The council by motion and unanimous vote went on record as supporting Youth Court with a letter to provided the group from Mayor Torgerson so stating. Resolution Baseball Complex . Baseball Complex Lighting for the complex is in the works, with Payne, Swanger, and Orton having done an on-site assessment of what was needed. Payne reported that four security lights on the building and a street light would be needed, The council by motion and unanimous vote ordered application to Utah Power and Light for a pole and light to be installed at 500 East 300 South and four automatic and manual security lights to be purchased pur-chased by the city. Multi-Purpose Event Center On Aug. 15, a pre-construction meeting was held with no progress through Aug. 22. A problem with the bond was due to the design build, and Riley Construction needed a letter from the city stating that all funding was in place. The Burton, Evans and Worthen properties had been paid for no amounts paid contained in the minutes and are now owned by ihe county. There is now a right-of-way where the center will be built across the creek. There was much discussion about what to do with the Softball field and rest rooms at the fairgrounds. fair-grounds. Department Reports Property Tax Increase a question Was raised regarding the property tax increase as to whether Panguitch' City receives any of the money. There was no answer in the minutes. Fremont Trail ATV's are being limited on the Fremont Tails due to increase traffic. Crusher Orson Worthen had lined up a crusher at the landfill. Citizens needing cars, washing . machines or anything metal crushed were being urged to do it right away. Signs were to be placed to notify residents. Balloon Festival Henrie took the balloon festival represen-tatives to look at possible sites for their festival. They are now inter-ested in the fields by the complex. Community Development Block Grant Funding No funds will be available for the city this year because all available funds will be used for a regional project. Industrial Park Land Doug Evans inquired about the and he wanted for storage. He is thinking about changing his proposal and moving his entire business to the industrial park site. Track Rubberizing' of the track at Panguitch High School was underway. Secondary Water Payne said he wanted to clean the corroded terminals at the pump house before the secondary water was shutoff and was willing to help the maintenance mainte-nance crew do it as soon as possible.
